I have therefore instructed my Special Envoy to explore actively with the two Tajik sides and the observers at the inter-Tajik talks ways of achieving further substantial progress during the fourth round of the inter-Tajik talks, at which fundamental political and institutional issues are to be discussed.
ومن ثم فإني قد أوعزت إلى مبعوثي الخاص أن يستطلع على نحو نشط مع الجانبين الطاجيكيين والمراقبين في المحادثات بين اﻷطراف الطاجيكية السبل الكفيلة بتحقيق مزيد من التقدم الملموس خلال جولة المحادثات الرابعة بين اﻷطراف الطاجيكية، التي ستناقَش فيها قضايا سياسية ومؤسسية جوهرية.

They supported the view that the inter-Tajik talks should start without preconditions or the exclusion of possible counterparts on either side.

18. Representatives of the Islamic Republic of Iran, Pakistan and the Russian Federation each suggested their capitals as a venue for inter-Tajik talks and expressed their readiness to facilitate them in any way the United Nations would believe necessary.
١٨ - واقترح كل من ممثلي جمهورية ايران اﻹسلامية وباكستان والاتحاد الروسي أن تكون عواصمهم هي مكان المحادثات بين اﻷطراف الطاجيكية وأعربوا عن استعدادهم لتيسيرها بأي طريقة تعتقد اﻷمم المتحدة أنها لازمة.

The inter-Tajik talks which began nearly two years ago with the mediation of the United Nations have been an important step towards the settlement of major political problems;

The parties welcome the agreement by the President of the Republic of Tajikistan, Mr. E. Rakhmonov, and the leader of the Tajik opposition, Mr. A. Nuri, to conduct a meeting at the highest level and they express the hope that the meeting will take place before the fourth round of inter-Tajik talks.
يرحب الطرفان باتفاق رئيس جمهورية طاجيكستان السيد أ. رحمنوف، وزعيم المعارضة الطاجيكية، السيد أ. نوري، على عقد اجتماع على أرفع مستوى، وأعربا عن أملهما في عقد هذا الاجتماع قبل موعد الجولة الرابعة من المحادثات بين اﻷطراف الطاجيكية.

24. Following the consultations in Tehran, the Tajik opposition leaders dispatched a delegation to Moscow for unofficial contacts with representatives of the Russian Government to discuss the issues that were blocking the convening of the fourth round of inter-Tajik talks.
٢٤ - وإثر المشاورات التي عقدت في طهران، أرسل زعماء المعارضة الطاجيكية وفدا الى موسكو لاجراء اتصالات غير رسمية مع ممثلي الحكومة الروسية ومناقشة القضايا التي تعرقل عقد الجولة الرابعة من المحادثات بين اﻷطراف الطاجيكية.

رسالة مؤرخة ١٤ آذار/مارس )S/1996/193( موجهة إلى اﻷمين العام من ممثل طاجيكستان، يحيل فيها نص قرار عن تقدم المحادثات بين اﻷطراف الطاجيكية من أجل تحقيق المصالحة الوطنية، اعتمده المجلس العالي )البرلمان( لطاجيكستان في ١١ آذار/مارس ١٩٩٦.

“3. Emphasizes that the implementation of the agreements reached in the course of the inter-Tajik talks will require the consistent good faith and constant effort of the parties, as well as the sustained and vigorous support of the United Nations and the international community;

55. In the wake of the successful conclusion of the inter-Tajik talks, the focus of international assistance efforts has shifted to providing support for peace and reconciliation in Tajikistan during the crucial first 12 to 18 months after the signing of the peace accords.
٥٥ - في أعقاب اختتام المحادثات بين اﻷطراف الطاجيكية بصورة ناجحة، تحول تركيز جهود المساعدة الدولية إلى توفير الدعم ﻹحلال السلام وتحقيق المصالحة في طاجيكستان خلال الفترة اﻷولى البالغة اﻷهمية التي تتراوح بين ١٢ و ١٨ شهرا بعد توقيع اتفاقات السلام.
