The Convention then defines disposal by reference to disposal operations listed in annex IV (see appendix II). Hazardous constituents and characteristics of such wastes are then defined and classified by a series of technical annexes (I, II, III, VIII and IX). In addition, every Party may, by its own national legislation, define additional substances and objects as wastes and hazardous wastes.

Where the criteria in paragraph 24 (a) to (d) above are met and it is not destined for any of the operations listed in annex IV of the Convention (recovery or disposal operations) and is directly reused for the purpose for which it was originally intended or presented for sale, or exported for the purpose of being put back to direct reuse or sold to end consumers for such reuse; or

15. The Democratic Republic of the Congo is a party to the international human rights and international humanitarian law instruments listed in annex IV. The former Zaire has been a party since 8 June 1997 to the Protocol Additional to the Geneva Conventions of 12 August 1949 (Protocol I), but, contrary to the announcement, has not acceded to the second Protocol Additional to the Geneva Conventions.

112. The group of Annex IV countries is composed of the first five affected countries to have ratified the Convention.

The utilization of various methodologies and tools in awareness-raising was also reported, in particular the European Awareness Scenario Workshop (EASW) methodology in the countries of Annex IV.
