Non-governmental organizations invited to the Conference may participate in the Conference through their designated representatives as follows:
للمنظمات غير الحكومية المدعوة إلى المؤتمر الاشتراك في المؤتمر عن طريق مَن تسميهم من الممثلين وذلك على النحو التالي:

Representatives designated by intergovernmental organizations invited to the Conference may participate as observers, without the right to vote, in the deliberations of the Conference, the Main Committee and, as appropriate, any other committee or working group on questions within the scope of their activities.
يجوز للممثلين الذين تسميهم المنظمات الحكومية الدولية المدعوة إلى المؤتمر الاشتراك بصفة مراقبين، دون حق في التصويت، في مداولات المؤتمر واللجنة الرئيسية، وعند الاقتضاء، في مداولات أية لجنة أخرى أو فريق عامل بشأن المسائل التي تدخل في نطاق أنشطتها.

Representatives designated by national liberation movements invited to the Conference may participate as observers, without the right to vote, in the deliberations of the Conference and its committees on any matter of particular concern to those movements.
للممثلين الذين تسميهم حركات التحرير الوطنية المدعوة إلى المؤتمر أن يشاركوا بصفة مراقب، دون التمتع بحق التصويت، في مداولات المؤتمر ولجانه بشأن أي مسألة هي موضع اهتمام خاص بالنسبة لتلك الحركات.

Representatives designated by other regional intergovernmental organizations invited to the Conference may participate as observers, without the right to vote, in the deliberations of the Conference, the Committee of the Whole and subsidiary bodies established under rule 50.
للممثلين الذين تسميهم المنظمات الحكومية الدولية اﻹقليمية اﻷخرى المدعوة إلى المؤتمر أن يشتركوا، بصفة مراقبين، دون أن يكون لهم حق التصويت، في مداولات المؤتمر واللجنة الجامعة، وفي مداولات الهيئات الفرعية المنشأة بموجب المادة ٥٠.
