On instructions from my Government, I have the honour to inform you of the following provocative acts carried out by United States military vessels against Iraqi civilian craft:
بناء على توجيهات من حكومتي أود أن أعلم سيادتكم باﻷعمال الاستفزازية التي تقوم بها السفن الحربية اﻷمريكية ضد السفن المدنية العراقية وكما يأتي:

I request your intervention with the United States of America with a view to halting its repeated actions against Iraqi civilian vessels, given that they constitute acts of aggression that are in violation of the Charter of the United Nations and international law.
أطلب من سيادتكم التدخل لدى الولايات المتحدة ﻹيقاف هذه اﻷعمال المتكررة التي تقوم بها ضد السفن المدنية العراقية باعتبارها أعمال عدائية مخالفة لميثاق اﻷمم المتحدة والقانون الدولي.

A number of warships also provoked Iraqi civilian vessels inside Iraqi territorial waters. These incidents, examples of which are set forth hereunder, were reported and documented by us at the time they first occurred.

كذلك قامت عدة سفن حربية أمريكية وغيرها بأعمال استفزاز للسفن المدنية العراقية داخل المياه اﻹقليمية العراقية، وهي أعمـال تم توثيقها وإبلاغها من قبلنا في حينها إلى اﻷمانة العامة لﻷمم المتحدة ومنها على سبيل المثال ما يلي:

I request your intervention with the United States Government with a view to halting the repeated acts of aggression being committed by United States warships against Iraqi civilian vessels. They are in violation of the Charter of the United Nations and public international law, and they have the effect of creating a state of tension in the region instead of promoting its security.
أرجو من سيادتكم التدخل لدى حكومة الولايات المتحدة ﻹيقاف هذه اﻷعمال العدوانية المتكررة التي تقوم بها السفن الحربية اﻷمريكية ضد السفن المدنية العراقية خلافا لميثاق اﻷمم المتحدة وﻷحكام القانون الدولي العام وتؤدي إلى خلق حالة من التوتر في المنطقة بدلا من استتباب اﻷمن فيها.

These hostile acts carried out by two permanent members of the Security Council against Iraqi civilian targets and installations are totally at variance with the Charter of the United Nations and with international law and are a blatant infringement of the sovereignty of an independent State Member of the United Nations and a scandalous violation of all international treaties.
إن هذه اﻷعمال العدائية التي تقوم بها دولتان دائمتا العضوية في مجلس اﻷمن ضد اﻷهداف والمنشآت المدنية العراقية تتعارض كليا مع ميثاق اﻷمم المتحدة والقانون الدولي وتعد انتهاكا صارخا لسيادة دولة مستقلة عضو في اﻷمم المتحدة، وخرقا فاضحا لكل المواثيق الدولية.

These criminal acts perpetrated by two permanent members of the Security Council against Iraqi civilian targets and installations are totally at variance with the Charter of the United Nations and the rules of international law and are a blatant violation of the sovereignty of an independent State Member of the United Nations and a shameless breach of all international treaties.
إن هذه اﻷعمال اﻹجرامية التي تقوم بها دولتان دائمتا العضوية في مجلس اﻷمن ضد اﻷهداف والمنشآت المدنية العراقية تتعارض كليا مع ميثاق اﻷمم المتحدة وقواعد القانون الدولي وتمثل انتهاكا صارخا لسيادة دولة مستقلة عضو في اﻷمم المتحدة، وخرقا فاضحا لكل المواثيق الدولية.
