The number of racist attacks was very disquieting; the number of such attacks reported to the police had increased from approximately 4,400 in 1988 to 7,800 in 1992, and estimates based on the British Crime Survey put the real figure for racially motivated crimes at between 130,000 and 140,000 a year.

Noting the relevant provisions of the Penal Code, the Committee is concerned at the persistence of acts of violence by groups, particularly skinheads, directed towards Roma and their children and other ethnic minorities, and at continuous allegations that the police and prosecutors have failed to investigate acts of racially motivated violence promptly and effectively, and have been reluctant to identify a racial motive behind such attacks.
568- تعرب اللجنة عن قلقها، بعد أن أحاطت علماً بأحكام القانون الجزائي ذات الصلة، إزاء استمرار فئات معينة لا سيما حليقو الرؤوس منها، ارتكابها أعمال عنف ضد الغجر وأطفالهم وأقليات إثنية أخرى، وإزاء الادعاءات المتواصلة بأن أفراد الشرطة والمدعين العامين لم يتمكنوا من إجراء تحقيقات سريعة وفعالة بشأن أعمال العنف المرتكبة بدافع عنصري وتمنعهم عن تحديد الدافع العنصري وراء هذه الاعتداءات.
