The second part outlines legal and regulatory issues raised, for consideration by the Commission.
ويعرض الجزء الثاني بإجمال المسائل القانونية والتنظيمية الرقابية التي أُثيرت، لكي تنظر فيها اللجنة.

It will consider opportunities for regional and international cooperation, as well as legal and regulatory issues of space technology development, including the long-term sustainability of outer space activities.

III. legal and regulatory issues in microfinance
ثالثا- المسائل القانونية والتنظيمية الرقابية في التمويل البالغ الصغر

The Secretariat was encouraged to continue its participation in that initiative and to keep abreast of developing legal and regulatory issues with respect to microfinance in order to contribute to the overall effort.
وشجّعت اللجنةُ الأمانةَ على مواصلة مشاركتها في تلك الآلية، وعلى مواكبة تطوّر المسائل القانونية والتنظيمية في ميدان التمويل البالغ الصغر، لكي تتمكّن من المساهمة في مجمل تلك الجهود.

The Commission may wish to consider whether an expert group meeting should be convened to further explore -- with the assistance of specialists in the subject -- how the legal and regulatory issues surrounding microfinance should be addressed at an international level.
ولعل اللجنة تود أن تنظر فيما إذا كان ينبغي عقد اجتماع لفريق من الخبراء لمواصلة تقصي سبل معالجة المسائل القانونية والتنظيمية المحيطة بموضوع التمويل البالغ الصغر على المستوى الدولي، وذلك بمساعدة من خبراء متخصصين في هذا الموضوع.

A number of bodies have considered the legal and regulatory issues surrounding microfinance.
35- وقد نظر عدد من الهيئات() في المسائل القانونية والتنظيمية المحيطة بقطاع التمويل البالغ الصغر.

This note includes a short summary of the state of the matter in each of the four topics indicated above, as well as key legal and regulatory issues, relating thereto, for consideration by the Commission.
2- وتتضمن هذه المذكرة ملخصا وجيزا للحالة القائمة فيما يخص كلاًّ من المواضيع الأربعة المذكورة أعلاه، وكذلك لأهم المسائل القانونية والتنظيمية الرقابية المتصلة بها، لكي تنظر فيها اللجنة.

Microfinance has been on the agenda of the Commission since 2009 when the Commission, at its forty-second session, requested the Secretariat to prepare a detailed study including an assessment of the legal and regulatory issues at stake in the field of microfinance.
1- موضوع التمويل البالغ الصغر مُدرج في جدول أعمال اللجنة منذ عام 2009 عندما طلبت اللجنة، في دورتها الثانية والأربعين، من الأمانة إعداد دراسة مفصلة تتضمن تقييم المسائل القانونية والتنظيمية موضع الاهتمام في مجال التمويل البالغ الصغر.

It is in this context that five papers on legal and regulatory issues in biotechnology were published on the UNCTAD/DITE website at the following URL: http://www.unctad.org/en/subsites/dite/5_intgov/content_biosafety.htm.
6- وفي هذا السياق بالتحديد نُشرت الدراسات البحثية الخمس بشأن المسائل القانونية والتنظيمية في مجال التكنولوجيا الأحيائية في الموقع الشبكي لشعبة الاستثمار والتكنولوجيا وتنمية المشاريع بالأونكتاد على العنوان التالي: http://www.unctad.org/en/subsites/dite/5 intgov/content biosafety.htm.

5. Also welcomes the decision of the Commission to hold international colloquiums in order to facilitate identification of a road map for future work by the Commission in the area of electronic commerce and in order to explore the legal and regulatory issues surrounding microfinance that fell within the mandate of the Commission;
5 - ترحب أيضا بقرار اللجنة عقد ندوات دولية لتيسير رسم خريطة طريق لما ستقوم به اللجنة من أعمال في المستقبل في مجال التجارة الإلكترونية، ولبحث المسائل القانونية والتنظيمية المتعلقة بالتمويل البالغ الصغر التي تدخل في نطاق ولاية اللجنة؛

After discussion, the Commission agreed that the Secretariat should convene a colloquium, with the possible participation of experts from other organizations working actively in that field, to explore the legal and regulatory issues surrounding microfinance that fell within the mandate of UNCITRAL.
3- وبعد المناقشة، اتفقت اللجنة على أنه ينبغي للأمانة أن تدعو إلى عقد ندوة، مع إتاحة الإمكانية لمشاركة خبراء من منظمات ناشطة في هذا المجال، بغية استكشاف المسائل القانونية والتنظيمية الرقابية التي تحيط بالتمويل البالغ الصغر وتقع ضمن ولاية الأونسيترال.

Among the legal and regulatory issues which demand the attention of legislators regarding transformations of NGOs (see above, paras. 18-24), the following could be noted:

After discussion, the Commission requested the Secretariat, subject to the availability of resources, to prepare a detailed study on the legal and regulatory issues of microfinance as well as proposals as to the form and nature of a reference document that the Commission might in the future consider preparing with a view to assisting legislators and policymakers around the world in establishing a favourable legal framework for microfinance.
