1. States Parties shall take all appropriate measures to eliminate discrimination against women in all matters relating to marriage and family relations and in particular shall ensure, on a basis of equality of men and women:

11.5 We are of the view, having carefully examined the substance of the arguments of both parties, that the authors' core assertion is that the State party did not take appropriate measures to eliminate discrimination against women in all matters relating to marriage and family relations.
