233. The view was expressed that assistance to Member States in the area of the work of the programme should be based on requests for such assistance by Member States.

49. Additionally, OHCHR, together with development and humanitarian agencies and programmes, has developed a plan of action that should significantly enhance and better focus assistance to Member States, at their request.

Such initiatives must draw upon and be adapted more broadly to the rule of law field to increase accountability and improve the assistance provided to member States.
