It is against this background that my delegation welcomes the public debates held by the Security Council during the last year on the protection of humanitarian assistance to refugees and others in conflict situations as well as on the impact of armed conflict on children.
وإزاء هذه الخلفية يرحب وفد بلدي بالمناقشات العامة التي عقدها مجلس اﻷمن أثناء العام الماضي بشأن حماية المساعدة اﻹنسانية المقدمة إلى اللاجئين وغيرهم في حالات النزاع فضلا عن أثر النزاع المسلح على اﻷطفال.

With this in mind, in May of last year my delegation organized the first open debate on protection for humanitarian assistance to refugees and others in conflict situations.
ولهذا الاعتبار، نظم وفدي في أيار/ مايو في السنة الماضية أول مناقشة مفتوحة بشأن حماية المساعدة اﻹنسانية المقدمة إلى اللاجئين وغيرهم ممن يتواجدون في حالات نزاع.

Increased humanitarian assistance to refugees and internally displaced persons is also necessary, provided Federal authorities agree - as requested by the Mission - to lift the blockade on direct assistance routes.
كذلك يجب زيادة المساعدة اﻹنسانية المقدمة إلى اللاجئين والمشردين داخليا، شريطة موافقة السلطات الاتحادية على رفع الحصار المفروض على الطرق المباشرة لتوصيل المساعدات - على النحو الذي طلبته البعثة.

In this regard, we welcome the open meeting of the Security Council held recently, on 10 November, to hear the briefing by Mrs. Ogata, the United Nations High Commissioner for Refugees, on protection for humanitarian assistance to refugees and others in conflict situations.
وفي هذا الصدد نرحب بالجلسة العلنية التي عقدها مجلس اﻷمن مؤخرا في ١٠ تشريــن الثانــي/ نوفمبــر لاستماع إلى إحاطة إعلامية من السيدة أوغاتا مفوضة اﻷمم المتحدة السامية لشؤون اللاجئين، بشأن توفير الحماية لموظفي المساعدة اﻹنسانية المقدمة إلى اللاجئين وغيرهم من الموظفين الذين يتواجدون في حالات نزاع.

" The Security Council reaffirms the importance of pursuing a coordinated and comprehensive approach, in accordance with the purposes and principles of the Charter of the United Nations and principles and provisions of international law, in improving protection for humanitarian assistance to refugees and others in conflict situations.
" ويؤكد مجلس اﻷمن من جديد أهمية اتباع نهج منسق وشامل، وفقا ﻷهداف ومبادئ ميثاق اﻷمم المتحدة ومبادئ وأحكام القانون الدولي، في مجال تحسين حماية المساعدة اﻹنسانية المقدمة إلى اللاجئين وغيرهم ممن يوجدون في حالات النزاع.

Among these, I recall the meetings on children in armed conflict, which were held during the June presidency of Portugal this year, and more recently on the protection for humanitarian assistance to refugees and others in conflict situations, in which the contributions of interested parties were very important to the action subsequently undertaken by the Council.
ومن ضمن تلك الجلسات، أشير إلى الجلسة المتعلقة بالأطفال في مناطق الصــراع المسلــح، التي عقدت في حزيران/يونيه من هذه السنة أثناء رئاسة البرتغال، ومؤخرا الجلسة المتعلقة بحماية المساعدة اﻹنسانية المقدمة إلى اللاجئين وغيرهم في حالات النزاع، والتي كانت فيها مساهمات الأطراف المهتمة مهمة جدا للعمل الذي اضطلع المجلس به فيما بعد.
