At an international meeting convened in Paris from 28 February to 1 March 2006, the Leading Group on Solidarity Levies to Fund Development was established as the first international framework for exploring and piloting innovative sources of development financing since the International Conference on Financing for Development held in Monterrey, Mexico, in 2002.
