Crimes at sea, including piracy and armed robbery against ships, terrorist acts against shipping and other maritime interests, and transnational organized crimes, such as illegal traffic in narcotic drugs and psychotropic substances, threaten the lives and livelihoods of seafarers and the security of States, and disrupt legitimate uses of the oceans and their resources.
