Article 2, paragraph 2, of the Covenant requires States parties to take such legislative or other measures which may be necessary to give effect to the rights recognized in the Covenant.
إذ أن العهد، في الفقرة ٢ من المادة ٢ منه يلزم الدول اﻷطراف باتخاذ ما يلزم من تدابير تشريعية أو غير تشريعية ﻹعمال الحقوق المعترف بها فيه.

In accordance with article 40 of the International Covenant on Civil and Political Rights, States parties to the Covenant undertake to submit reports on the measures which they have taken to give effect to the rights recognized in the Covenant and on the progress made in the enjoyment of those rights.

The central obligation in relation to the Covenant is for States parties to give effect to the rights recognized therein.

The rights recognized herein shall be adopted and included in national legislation in such a manner that indigenous peoples can avail themselves of such rights in practice.
وتُعتمد الأحكام المعترف بها فيه وتُدرج في التشريع الوطني على نحو يمكّن الشعوب الأصلية من الاستفادة من هذه الحقوق في الممارسة. المادة 38

15. Mrs. EVATT said that, when Trinidad and Tobago had acceded to the Covenant in 1979, it had undertaken to respect and to ensure to all individuals within its territory and subject to its jurisdiction the rights recognized in the Covenant, including of course, the right to life.
٥١- السيدة إيفات قالت إنه تعهدت ترينيداد وتوباغو بانضمامها إلى العهد في عام ٩٧٩١ باحترام الحقوق المعترف بها فيه وبكفالة هذه الحقوق لجميع اﻷفراد الموجودين في إقليمها والداخلين في ولايتها، بما في ذلك، بالطبع، الحق في الحياة.

15. The International Covenant on Civil and Political Rights, to which the Republic of Moldova is a party, provides in its article 2 that each State party to the Covenant undertakes to respect and to ensure to all individuals within its territory and subject to its jurisdiction the rights recognized in the Covenant.
15- وجاء في المادة 2 من العهد الدولي الخاص بالحقوق المدنية والسياسية، الذي انضمت إليه جمهورية مولدوفا، أن كل دولة طرف في العهد تتعهد باحترام الحقوق المعترف بها فيه وبتأمين هذه الحقوق لجميع الأفراد الموجودين في إقليمها والخاضعين لولايتها.

3. Secondly, the positive obligation undertaken by States parties under that article may itself have an inevitable impact on legislation or administrative measures specifically designed to regulate matters other than those dealt with in the Covenant but which may adversely affect rights recognized in the Covenant.
3- ثانياً، إن الالتزام الإيجابي الذي تعهدت به الدول الأطراف بمقتضى تلك المادة قد يكون لـه هو نفسه أثر أكيد على التدابير التشريعية أو الإدارية التي وضعت خصيصا لتنظيم أمور غير تلك التي يتناولها العهد والتي يمكن أن تؤثر مع ذلك تأثيراً ضاراً على الحقوق المعترف بها فيه.

The Declaration explicitly states in article 22 that in its implementation, States shall take measures, jointly with indigenous peoples, to ensure that women enjoy full protection and guarantees against all forms of discrimination; and, in article 44, that all of the rights recognized in the Declaration are equally guaranteed to male and female indigenous individuals.

In article 2, paragraph 1, of the International Covenant on Civil and Political Rights, on the other hand, each State party to that covenant undertakes " to respect and to ensure to all individuals within its territory and subject to its jurisdiction the rights recognized in the present Covenant ... " (emphasis added).

72. The International Covenant on Economic, Social and Cultural Rights establishes, in its article 2, that the rights recognized therein apply to individuals without discrimination on the basis of, inter alia, sex.
