We are therefore supportive of the statement adopted on 29 September in New York by the OAU Ad Hoc Committee on Southern Africa, which recommends the lifting of all economic sanctions, with the exception of those relating to the arms embargo and nuclear matters, as recognition of the progress made thus far.

In its statement of 29 September 1993 the Ad Hoc Committee of the Organization of African Unity on Southern Africa concurred that enough progress had been made in the peace process in South Africa to warrant the lifting of economic sanctions.

28. CARICOM endorsed the position taken by the OAU Ad Hoc Committee on Southern Africa in support of the establishment or restoration of full diplomatic relations with South Africa, following the installation of an elected interim Government of national unity pursuant to the elections to be held on 27 April 1994.
٢٨ - إن اتحاد دول البحر الكاريبي يوافق على موقف اللجنة المخصصة التابعة لمنظمة الوحدة الافريقية المعنية بالجنوب الافريقي لصالح إقامة أو إعادة علاقات دبلوماسية مع جنوب افريقيا عقب تشكيل الحكومة الانتقالية للوحدة الوطنية التي سوف تتمخض عنها انتخابات ٢٧ نيسان/أبريل ١٩٩٤.

My Special Representative's consultations in Harare confirmed that President Mugabe, who is also the Chairman of the front-line States and also Chairman of the OAU Ad Hoc Committee on Southern Africa, was keenly interested in the preparation and coordination of efforts aimed at resolving the Angolan crisis.

32. I welcome the international community's growing efforts, especially those made by the OAU Ad Hoc Committee on Southern Africa, the heads of State of neighbouring countries and the three observer States, in support of the search for a peaceful resolution to the Angolan conflict, and urge them to continue in these efforts.

Mr. MUMBENGEGWI (Zimbabwe): On 21 August 1989 the Organization of African Unity's Ad Hoc Committee on Southern Africa met in Harare, Zimbabwe, and issued a statement on the question of South Africa which came to be known as the Harare Declaration on South Africa.

While the fact-finding mission was in Kuito/Bié, President Robert Mugabe of Zimbabwe, in his capacity as Chairman of the Organization of African Unity (OAU) Ad Hoc Committee on Southern Africa and Chairman of the front-line States, invited Mr. Beye to visit Harare, where the latter attended the front-line heads of State summit and also held consultations with President Mugabe.

Bearing in mind the consultations with the liberation movements by the OAU Ad Hoc Committee on Southern Africa, the Intergovernmental Group has concluded that with the Transitional Executive Council in operation, the changes in South Africa are sufficiently profound and irreversible to warrant the lifting of the oil embargo against South Africa.

Recalling further the various resolutions on the situation in Angola, mainly adopted by the OAU Council of Ministers, OAU Ad hoc Committee on Southern Africa, the Summits of the Front Line States, the Southern African Development Community (SADC) and the Preferential Trade Area for Eastern and Southern Africa (PTA),
