The draft Convention was the result of the hard work and cooperation of the delegations and observers who had taken part in the three sessions of the Joint UNCTAD/IMO Intergovernmental Group of Experts on Maritime Liens and Mortgages and Related Subjects, which had prepared the draft.
وقال إن مشروع الاتفاقية هو ثمرة عمل مضن وتعاون من الوفود والمراقبين الذين شاركوا في الدورات الثلاث لفريق الخبراء الحكومي الدولي المشترك بين الأونكتاد والمنظمة البحرية الدولية المعني بالامتيازات والرهون البحرية والمواضيع المتصلة بها، الذي أعد المشروع.

The Joint UNCTAD/IMO Intergovernmental Group of Experts on Maritime Liens and Mortgages and Related Subjects held its ninth session in Geneva from 2 to 6 December 1996.

1. The Joint Intergovernmental Group of Experts on Maritime Liens and Mortgages and Related Subjects was established jointly by the United Nations Conference on Trade and Development (UNCTAD) and the International Maritime Organization (IMO).

The Joint Intergovernmental Group of Experts on Maritime Liens and Mortgages and Related Subjects, at its ninth session, completed consideration of the draft articles for a convention on arrest of ships, as contained in document JIGE(IX)/2, TD/B/IGE.1/2, LEG/MLM/39.
اختتم فريق الخبراء الحكومي الدولي المشترك المعني بالامتيازات والرهون البحرية والمواضيع المتصلة بها، في دورته التاسعة، النظر في مشاريع المواد التي أعدت لاتفاقية بشأن حجز السفن، كما ترد في الوثيقة JIGE(IX)/2، TD/B/IGE.1/2، LEG/MLM/39.

After the Joint Intergovernmental Group of Experts on Maritime Liens and Mortgages and Related Subjects had been established, an observer of the CMI attended all its sessions and through him the CMI gave all possible cooperation and assistance in the preparation of the draft which became the 1993 Convention on Maritime Liens and Mortgages and in the preparation of the draft articles for a Convention on Arrest of Ships.
فبعد إنشاء فريق الخبراء الحكومي الدولي المشترك المعني بالامتيازات والرهون البحرية والمواضيع المتصلة بها، حضر مراقب عن اللجنة البحرية الدولية كل دورات الفريق وأمكن للجنة عن طريق مراقبها أن تقدم كل ما بوسعها من تعاون ومساعدة في إعداد المشروع الذي أصبح اتفاقية عام ٣٩٩١ بشأن الامتيازات والرهون البحرية وفي إعداد مشاريع مواد اتفاقية بشأن حجز السفن.

The representative of the Marshall Islands said that, during the first session of the Joint Intergovernmental Group of Experts on Maritime Liens and Mortgages and Related Subjects, the point had been made that the draft text of what was now the 1999 Convention on Arrest of Ships did not fully take into account the powers granted to the holder of a mortgage, under the laws of many nations, to obtain the interlocutory sale of a ship.
13- وقال ممثل جزر مارشال إنه أشير، في الدورة الأولى لفريق الخبراء الحكومي الدولي المعني بالامتيازات والرهون البحرية والمواضيع المتصلة بها، إلى أن مشروع نص ما يشكل الآن اتفاقية عام 1999 بشأن حجز السفن لا يأخذ في الاعتبار الكامل السلطات الممنوحة لمالك الرهن، في إطار قوانين العديد من الدول، لبيع سفينة بعقد غير قطعي.

The Board took note of the report of the Joint UNCTAD/IMO Intergovernmental Group of Experts on Maritime Liens and Mortgages and Related Subjects on its ninth session (TD/B/IGE.1/4) and endorsed the recommendation contained therein to propose to the United Nations General Assembly the convening of a diplomatic conference to consider and adopt a convention on arrest of ships.
أحاط المجلس علماً بتقرير فريق الخبراء الحكومي الدولي المشترك بين اﻷونكتاد والمنظمة البحرية الدولية المعني بالامتيازات والرهون البحرية والمواضيع المتصلة بها عن دورته التاسعة )TD/B/IGE.1/4( وأيد التوصية الواردة فيه بتقديم اقتراح إلى الجمعية العامة لﻷمم المتحدة بعقد مؤتمر دبلوماسي للنظر في وضع واعتماد اتفاقية بشأن حجز السفن البحرية.
