In 1992, JCGP formed a Task Force on Drug Abuse Control and invited UNDCP to participate.
وقد أنشأ هذا الفريق المشترك في عام ١٩٩٢ فرقة عمل لمكافحة إساءة استعمال العقاقير، ووجه الدعوة إلى برنامج اﻷمم المتحدة المعني بالمراقبة الدولية للمخدرات لﻹنضمام إليه.

We welcome the heightened attention being given by the United Nations to drug-control activities, and we commend the work of the Commission on Narcotic Drugs and of the United Nations International Drug Control Programme.
ونرحــب بازدياد الاهتمام الذي توليه اﻷمم المتحدة ﻷنشطة مكافحـــة المخدرات، ونثني على العمل الذي تقوم به لجنة المخدرات وبرنامج اﻷمم المتحدة المعني بالمراقبة الدوليــــة للمخدرات.

Undoubtedly the most important has been the establishment of the United Nations International Drug Control Programme (UNDCP), charged with the exclusive responsibility for coordinating and providing leadership for all United Nations Drug control activities.
وما من شك أن أهمها هو إنشاء برنامج اﻷمم المتحدة المعني بالمراقبة الدولية للمخدرات الذي أسندت إليه بصورة خالصة مهمة التنسيق بين كل أنشطة اﻷمم المتحدة في مجال مكافحة المخدرات وقيادة هذه اﻷنشطة.

My delegation acknowledges the role of the UNDCP, the International Narcotics Control Board and the Commission on Narcotic Drugs in the fight against the Drug scourge.
ويقـــدر وفــد بلدي دور برنامج اﻷمـم المتحدة المعني بالمراقبة الدولية للمخدرات، والهيئة الدولية لمراقبة المخدرات، ولجنة المخدرات في مكافحة آفة المخـــدرات.

3. Requests the United Nations International Drug Control Programme and the International Narcotics Control Board to continue to develop their information systems in such a way as to enable them to complement each other most effectively;
٣ - يطلب إلى برنامج اﻷمم المتحدة المعني بالمراقبة الدولية للمخدرات وإلى الهيئة الدولية لمراقبة المخدرات أن يمضيا قدما في تطوير نظاميهما للمعلومات بحيث يكمل كل منهما اﻵخر بأقصى قدر من الفعالية؛

UNDCP encouraged research on the subject of gender implications of Drug abuse by establishing an award for outstanding work.
وشجع برنامج اﻷمم المتحدة المعني بالمراقبة الدولية للمخدرات إجراء أبحاث عن اﻵثار المترتبة على إساءة استعمال المخدرات على الجنسين بتخصيص جائزة لﻷعمال المتميزة.

Further, the Division joined the United Nations International Drug Control Programme in an assessment mission on drug-related issues with the purpose of establishing contacts with the relevant authorities of Bosnia and Herzegovina.
كذلك، اشتركت الشعبة مع برنامج اﻷمم المتحدة المعني بالمراقبة الدولية للمخدرات في بعثة تقييم للمسائل المتصلة بالمخدرات من أجل إقامة صلات مع السلطات المعنية في البوسنة والهرسك.

I should also like to thank the Secretary-General for his reports under this item and for his statement, which was read out by Mr. Giorgio Giacomelli, Executive Director of the United Nations International Drug Control Programme (UNDCP).

5. Takes note of the outline for the biennium 2004-2005, totalling 170,937,900 dollars, for the Fund of the United Nations International Drug Control Programme, in the following areas:
5- تحيـــط علما بالمخطــــط لفـــترة السنتــين 2004-2005، البالغ مجموعـــه 900 937 170 دولار، لصندوق برنامج الأمم المتحدة المعني بالمراقبة الدولية للمخدرات، في المجالات التالية:

Takes note of the outline for the biennium 2004-2005, totalling 170,937,900 dollars, for the Fund of the United Nations International Drug Control Programme, in the following areas:
5- تحيـــط علمـــا بالمخطــــط لفـــترة السنتــين 2004-2005، ومجموعـــه 900 937 170 دولار، لصندوق برنامج الأمم المتحدة المعني بالمراقبة الدولية للمخدرات، في المجالات التالية:

1. Requests the Secretary-General, in his capacity as Chairman of the Administrative Committee on Coordination and with the assistance of the Executive Director of the United Nations International Drug Control Programme:
١ - يطلب إلى اﻷمين العام، بصفته رئيسا للجنة التنسيق اﻹدارية، أن يقوم، بمساعدة المدير التنفيذي لبرنامج اﻷمم المتحدة المعني بالمراقبة الدولية للمخدرات:

3. Requests the United Nations International Drug Control Programme, in cooperation with the Customs Co-operation Council, to provide advice and technical expertise to States in developing such measures.
٣ - يطلب إلى برنامج اﻷمم المتحدة المعني بالمراقبة الدولية للمخدرات أن يعمل، بالتعاون مع مجلس التعاون الجمركي، على توفير المشورة والخبرة التقنية للدول في مجال استحداث هذه التدابير.

" The Council underlined how important it was for all pertinent knowledge on the socio-economic impact of illicit Drug production, trafficking and abuse to be taken into account by UNDCP in the discharge of its responsibilities and as a means of assisting the coordination process.
" وأكد المجلس على مدى أهمية أن يراعي برنامج اﻷمم المتحدة المعني بالمراقبة الدولية للمخدرات جميع المعارف ذات الصلة باﻷثر الاجتماعي - الاقتصادي ﻹنتاج المخدرات والاتجار بها وإساءة استعمالها بصورة غير مشروعة، وذلك لدى اضطلاعه بمسؤولياته وكوسيلة للمساعدة في عملية التنسيق.

Encouraging States to detect the use of trade channels for illicit consignments at all stages of movement and promoting the use of advice and technical expertise provided by the Customs Co-operation Council and the United Nations International Drug Control Programme
تشجيع الدول على كشف استخدام القنوات التجارية من أجل الشحنات غير المشروعة في جميع مراحل حركة النقل، وترويج الاستفادة من المشورة والخبرة التقنية اللتين يوفرهما مجلس التعاون الجمركي وبرنامج اﻷمم المتحدة المعني بالمراقبة الدولية للمخدرات

It also appreciates the efforts made by the Inter-American Drug Abuse Control Commission to fill the gap left by the dissolution of the South American Agreement on Narcotic Drugs and Psychotropic Substances, as well as the efforts undertaken by the United Nations Drug Control Programme (UNDCP) to promote subregional strategies and programmes.
وتقدر الهيئة أيضا الجهود التي تبذلها لجنة البلدان اﻷمريكية لمكافحة إساءة استعمال المخدرات لسد الثغرة الناجمة عن حل اتفاق أمريكا الجنوبية المتعلق بالمخدرات والمؤثرات العقلية، وكذلك الجهود التي يبذلها برنامج اﻷمم المتحدة المعني بالمراقبة الدولية للمخدرات لتعزيز الاستراتيجيات والبرامج دون اﻹقليمية.
