30. The Office of the Representative on Freedom of the Media of the Organization for Security and Cooperation in Europe (OSCE RFOM) noted that the overall situation of media in Switzerland is good.

He also intends to continue and develop the collaboration with the Organization for Security and Cooperation in Europe (OSCE) Representative on Freedom of the Media and the Organization of American States (OAS) Special Rapporteur on freedom of expression, as well as with the Programme for Freedom of Expression, Democracy and Peace of the United Nations Educational, Scientific and Cultural Organization (UNESCO).

In the preparation process, Slovakia consulted the media law with the OSCE Representative on Freedom of the Media.

Also, in 1997, the Organization for Security and Cooperation in Europe (OSCE) established the mandate of the Representative on Freedom of the Media to provide early warning on violations of freedom of expression and advocate full compliance with OSCE principles and commitments regarding freedom of expression and media.

The United Nations Special Rapporteur on freedom of opinion and expression, the Representative on Freedom of the Media of the Organization for Security and Cooperation in Europe (OSCE) and the Special Rapporteur on freedom of expression of the Organization of American States (OAS) met for the first time in London on 26 November 1999 under the auspices of Article 19:
إن المقرر الخاص للأمم المتحدة المعني بحرية الرأي والتعبير، والممثل المعني بحرية وسائط الإعلام والتابع لمنظمة الأمن والتعاون في أوروبا، والمقرر الخاص المعني بحرية التعبير والتابع لمنظمة الدول الأمريكية، قد اجتمعوا لأول مرة في لندن في 26 تشرين الثاني/نوفمبر 1999 في إطار المادة 19:

HRW noted that the amendment would have the effect of re-criminalizing libel, according to an analysis commissioned by office of the OSCE Representative on Freedom of the Media.
ولاحظت منظمة هيومان رايتس ووتش أن التعديل سيؤدي إلى إعادة تجريم القذف، وفقاً لتحليل أجري بتكليف من مكتب ممثل منظمة الأمن والتعاون في أوروبا المعني بحرية وسائط الإعلام(138).

Positive steps have been taken to establish more systematic collaboration with the OSCE Representative on Freedom of the Media (Freimut Duve) and the Organization of American States (OAS) Special Rapporteur on freedom of expression (Santiago Canton).
13- واتخذت خطوات إيجابية لايجاد تعاون أكثر منهجية مع ممثل منظمة الأمن والتعاون في أوروبا المعني بحرية وسائط الإعلام (فريموت ديف) ومقرر منظمة الدول الأمريكية الخاص المعني بحرية التعبير (سانتياغو كانتون).

In the context of this cooperation, the Special Rapporteur considers the participation of the OSCE Representative on Freedom of the Media (Freimut Duve) and the OAS Special Rapporteur on freedom of expression (Santiago Canton) in the annual session of the Commission on Human Rights to be of particular importance.
14- وفي سياق هذا التعاون، يرى المقرر الخاص أن من الأهمية بمكان أن يحضر ممثل منظمة الأمن والتعاون في أوروبا المعني بحرية وسائط الإعلام (فريموت ديف) ومقرر منظمة الدول الأمريكية الخاص المعني بحرية التعبير (سانتياغو كانتون) الدورة السنوية للجنة حقوق الإنسان.

3. Insists that the Government of Belarus cooperate fully with all the mechanisms of the Human Rights Council, in particular with the Special Rapporteur appointed pursuant to Commission on Human Rights resolution 2004/14 and whose mandate was extended in Commission resolution 2005/13, as well as with the Representative of the Organization for Security and Cooperation in Europe on Freedom of the Media.
3 - تصر على أن تتعاون حكومة بيلاروس تعاونا تاما مع جميع آليات مجلس حقوق الإنسان، وخصوصا مع المقرر الخاص الذي تم تعيينه وفقا لقرار لجنة حقوق الإنسان 2004/14(11) والذي مددت ولايته بموجب قرار اللجنة 2005/13، وكذلك مع ممثل منظمة الأمن والتعاون في أوروبا المعني بحرية وسائط الإعلام.

The amendment has been welcomed by the OSCE Representative on Freedom of the Media, commending Georgia for " making public television both more independent and more in service of the public " (http://www.osce.org/fom/item_1_42400.html).
ورحب ممثل منظمة الأمن والتعـاون في أوروبا المعني بحرية وسائط الإعلام بهذا التعديل، وأشاد بجورجيا لجعلهـا " التلفزة العمومية أكثر استقلالاً وقدرة على خدمة الجمهور " (http://www.osce.org/fom/item_1_42400.html).

50. The positive trends in the diversification of the media environment have been highlighted in the Regular Report of the OSCE Representative on Freedom of the Media (4 March 2010), where it was stated that the " diversity in the television media is advancing in Georgia " .
50- وسلط ممثل منظمة الأمن والتعاون في أوروبا المعني بحرية وسائط الإعلام الأضواء في تقريره العادي (آذار/مارس 2010) على الاتجاهات الإيجابية في تنوع وسائط الإعلام، الذي ذكر فيه " إن الإعلام التلفزي يحرز تقدماً على مستوى التنوع " .

In this regard, the Special Rapporteur, along with the OSCE Representative on Freedom of the Media and the OAS Special Rapporteur on Freedom of Expression, in a joint declaration issued in December 2002, stated that " criminal defamation is not a justifiable restriction on freedom of expression; all criminal defamation laws should be abolished and replaced, where necessary, with appropriate civil defamation laws " .
43- وفي هذا الشأن، ذكر المقرر الخاص، مع ممثل منظمة الأمن والتعاون في أوروبا المعني بحرية وسائط الإعلام والمقرر الخاص لمنظمة الدول الأمريكية المعني بحرية التعبير، في تصريح مشترك صدر في كانون الأول/ديسمبر 2002، أن " التشهير الجنائي ليس تقييداً مبرَّراً يفرض على حرية التعبير؛ وينبغي شطبه من جميع قوانين التشهير الجنائية والاستعاضة عن هذه القوانين، حيثما دعت الضرورة، بقوانين تشهير مدنية مناسبة " .
