1. At its fifty-fourth and fifty-fifth sessions, the Commission on Human Rights adopted resolutions 1998/25 and 1999/26, respectively, relating to the mandate of the independent expert on human rights and extreme poverty.

The independent expert on human rights and extreme poverty stated that the establishment of specific guidelines is a great step towards bringing the multifaceted problems faced by those suffering from extreme poverty into the mainstream and will help us develop a suitable programme for implementation, once social consensus can be reached.

In 2012, the Special Rapporteur on human rights and extreme poverty outlined in detail the continuing barriers that the poor and marginalized groups continue to face in accessing justice, including the costs associated with accessing justice institutions, lack of information and lack of legal recognition, as well as institutional barriers, such as lack of resources, corruption and lengthy court procedures (A/67/278).

As requested by the Human Rights Council, OHCHR organized a round of consultations with Member States and other relevant stakeholders, including the seminar on 27 and 28 January 2009 on the draft guiding principles, which reaffirmed the value of having guiding principles and recommended the Council to mandate the Independent Expert on the question of human rights and extreme poverty to carry out a revision of the draft guiding principles.
