This has inevitably led to an increase in demand for UNRWA services by refugees, including, as noted by the Commissioner-General of UNRWA in June of this year in her statement to the Advisory Commission, by many refugees who sought assistance for the very first time after decades of self-reliance.

Mr. La Rosa Dominguez (Cuba) welcomed the report of the Commissioner-General of UNRWA (A/60/13), which described the excellent work done by the Agency in difficult conditions that were often attributable to the hostile attitude of the Israeli Government, as evidenced by the latter's harassment of the Agency's operations, including the detentions of its staff.

40. Mr. Kabtani (Tunisia) said that, as exemplified in the report of the Commissioner-General of UNRWA (A/60/13), the Palestinian refugees continued to suffer grim living conditions, including closures, destruction of property and restrictions on their mobility, and were caught in an endless cycle of violence at the hands of the Israeli occupation authorities.

9. As to the request for a report from the Secretary-General in paragraph 8 of the draft resolution, he recalled that the Commissioner-General of UNRWA was authorized under General Assembly resolution 302 (IV) to report directly and independently to the General Assembly and consequently could commission any report on the management of UNRWA, in consultation with the Secretary-General if appropriate.
9 - وتكلم عن الطلب الوارد في الفقرة 8 من مشروع القرار المتعلق بإعداد التقرير فأشار إلى أن المفوضة العامة للأونروا مخولة بموجب الفرع الرابع من قرار الجمعية العامة 302 بأن تقدم تقاريرها مباشرة وبصورة مستقلة إلى الجمعية العامة ومن ثم فإن بوسعها أن تباشر، بالتشاور مع الأمين العام، عندما يكون ذلك مناسبا، إعداد أي تقرير عن إدارة الأونروا.

6 - وفيما يتعلــــق بالفقــــرة 3 من قــــرار الجمعية العامة 61/113، يحيل الأمين العام إلــــى تقريــر المفوضة العامة للأونروا عن الفترة من 1 كانون الثاني/يناير إلى 31 كانون الأول/ ديسمبر 2006() وإلى التقارير السابقة للمفوضة العامة للاطلاع على سرود المساعدة المستمرة والجارية التي تقدمها الأونروا إلى النازحين المحتاجين إلى المساعدة المستمرة.
