ورغم معارضة السلطات رسمياً لانتاج واستخدام المخدرات وإصدار المراسيم اللازمة لمنع زراعة الخشخاش فلقد أفادت سلطات الطلبان المقرر الخاص بأنه يصعب تشجيع المزارعين على انتاج أي محصول آخر مولد للدخل.

Mr. Ismail Khan informed the Special Rapporteur that it had been agreed that general elections should be held and that a Grand National Assembly (Loya Jirga) should be convened.
