With regard to the interpretation of unilateral acts, he said that the Special Rapporteur and the commission should also take into consideration characteristics inherent in acts whose elaboration and intention differed from that of conventional acts, which depended on agreement and not on a State’s expression of its willingness to produce legal effects.
