As noted by the Committee on Economic, Social and Cultural Rights in its general comment No. 14 on the right to health, the right extends to timely and appropriate health care, as well as to the underlying determinants of health, such as access to safe and potable water and adequate sanitation, healthy occupational and environmental conditions, and access to healthrelated education and information, including on sexual and reproductive health.

With respect to the right to health, States have an obligation to ensure that health facilities, goods and services - including the underlying determinants of health - are accessible to all, especially the most vulnerable or marginalized sections of the population, without discrimination.

In addition, in its general comment No. 14 (2000) on the right to the highest attainable standard of health, the Committee on Economic, Social and Cultural Rights explained that the right to health is " an inclusive right extending not only to timely and appropriate health care but also to the underlying determinants of health, such as access to safe and potable water and adequate sanitation " .
