In 2010, the ILO Committee of Experts on the Application of Conventions and Recommendations expressed concern at the institutionalized and systematic coercion to work established in the Constitution, Acts of Parliament and District by-laws of Tanzania, in contradiction to both the ILO Forced Labour Convention (No. 29) and the Abolition of Forced Labour Convention (No. 105), ratified by Tanzania.
