فقد تم تصور آلية نزع السلاح، التي أنشأتها دورة الجمعية العامة الاستثنائية الأولى المكرّسة لنزع السلاح في عام 1978، كعملية مشتركة تتألف من ثلاث هيئات منفصلة ولكن متكاملة فيما بينها، ومعنية بمسائل نزع السلاح ومسائل الأمن الدولي ذات الصلة.

14. Convening of the fourth special session of the General Assembly devoted to disarmament.
14 - انعقاد دورة الجمعية العامة الاستثنائية الرابعة المكرّسة لنزع السلاح.

At that first session it was decided that the United Nations Disarmament Commission should be a deliberative body, a subsidiary organ of the General Assembly, the function of which should be to make recommendations on various problems in the field of disarmament and to follow up the relevant decisions and recommendations of the first special session devoted to disarmament.
وتقرر في هذه الدورة الأولى أن هيئة الأمم المتحدة لنزع السلاح ينبغي أن تكون هيئة تداولية، وجهازاً فرعياً للجمعية العامة تكون وظيفته تقديم توصيات بشأن المشاكل المختلفة في مجال نزع السلاح ومتابعة المقررات والتوصيات ذات الصلة التي انبثقت عن الدورة الاستثنائية الأولى المكرّسة لنزع السلاح.

The Conference has the responsibility to conduct multilateral disarmament negotiations, and its member States bear the responsibility for living up to the mandate given to them by the first special session of the General Assembly devoted to disarmament in 1978.

They urged States to conclude agreements with a view to establishing new nuclear-weapon-free zones in regions where they do not exist, in accordance with the provisions of the Final Document of the First Special Session of the General Assembly devoted to disarmament (SSOD-I) and the principles and guidelines adopted by the United Nations Disarmament Commission at its 1999 substantive session.
وحثوا الدول على إبرام اتفاقات بقصد إنشاء مناطق خالية من الأسلحة النووية في الأقاليم التي لا توجد فيها هذه المناطق، وفقاً لأحكام الوثيقة الختامية لدورة الجمعية العامة الاستثنائية الأولى المكرّسة لنزع السلاح (الدورة الاستثنائية الأولى)، وللمبادئ العامة والمبادئ التوجيهية التي اعتمدتها هيئة نزع السلاح التابعة للأمم المتحدة في دورتها الموضوعية لعام 1999.

They urged States to conclude agreements freely arrived at among the States of the region concerned with a view to establishing new NWFZs in regions where they do not exist, particularly in Central Asia, in accordance with the provisions of the Final Document of the First Special Session of the General Assembly devoted to disarmament (SSOD-I) and the principles adopted by the 1999 UN Disarmament Commission.
