- States parties may transfer to one another proceedings for the prosecution of offences under the convention in cases where such transfer is considered to be in the interests of the proper administration of justice.
يجوز للدول الأطراف أن تنقل إحداها إلى الأخرى إجراءات الملاحقة المتعلقة بالجرائم المنصوص عليها في هذه الاتفاقية في الحالات التي يُعتبر فيها هذا النقل في صالح إقامة العدالة على الوجه السليم.

It should be noted in this respect that article 21 encourages States parties to consider transferring to one another proceedings for the prosecution of an offence in cases where such transfer is considered to be in the interests of the proper administration of justice.
وجدير بالملاحظة في هذا الصدد أن المادة 21 تشجع الدول الأطراف على أن تنظر في إمكانية أن تنقل إحداها إلى الأخرى إجراءات الملاحقة المتعلقة بأحد الجرائم في الحالات التي يعتبر فيها ذلك النقل في صالح سلامة إقامة العدل.
