A joint study on global practices in relation to secret detention in the context of countering terrorism, conducted by a number of special procedures mandate holders (see A/HRC/19/44) identified a pattern of incommunicado detention of political prisoners in secret or unofficial detention facilities.

On 2 and 3 June 2010, the Special Rapporteur, jointly with the Special Rapporteur on torture and other cruel, inhuman or degrading treatment or punishment and the Vice-Chair of the Working Group on Arbitrary Detention, presented the joint study on global practices in relation to secret detention in the context of countering terrorism (A/HRC/13/42) to the Human Rights Council at its fourteenth session.
