In light of article 7 of the Convention, the Committee recommends that the State party continue taking all available measures to ensure the immediate registration of the births of all children, especially in rural areas and among indigenous communities.
وفي ضوء المادة 7 من الاتفاقية توصي اللجنة بأن تواصل الدولة الطرف اتخاذ جميع التدابير المتاحة لضمان التسجيل الفوري لجميع الأطفال بعد ولادتهم، ولا سيما في المناطق الريفية وفي صفوف السكان الأصليين.

Its major aim is to promote employment and income-generation opportunities, especially in rural areas and among disadvantaged women, create social safety nets for the poor and seek incorporation of poverty-alleviation goals in all aspects of policy-making.

The Committee nevertheless notes with concern that the principles and provisions of the Convention are not disseminated at all levels of society, notably in rural areas and among children and that training on the Convention remains insufficient.

Noting concerns of the Committee on the Elimination of Discrimination against Women on widespread poverty among women, particularly in rural areas and among Mayan women, it asked what measures had been undertaken to fulfill the recommendations made by the Committee in this connection.

245. The Committee recognizes that material on the promotion of human rights was disseminated by both governmental agencies and non-governmental organizations, but it notes that these measures need to be strengthened, in particular in rural areas and among indigenous children.

However, the Committee remains concerned that systematic teaching of the Convention's principles and provisions has not yet reached all professionals working with and for children, that human rights are still not included in the curricula at all educational levels, and that the level of awareness of the Convention seems low among the public at large and especially in rural areas and among children themselves.

While welcoming the programme " Desnutricion cero " , the Committee is concerned at the high level of chronic malnutrition among children in the State party, and that the prevalence is much higher in rural areas and among indigenous populations.

445- ويساور اللجنة القلق إزاء ارتفاع معدلات تسرب الطلاب من المدارس الابتدائية وانخفاض مستوى الإلمام بالقراءة والكتابة في المناطق الريفية وفي صفوف الأشخاص من أصل أفريقي، على الرغم من الأموال الكبيرة المرصودة في الميزانية للتعليم (المادة 13).

351. While noting the progress made by the State party to combat poverty through the National Strategy on Social and Economic Development and the Poverty Strategy, the Committee remains concerned about the extent of poverty in the State party, especially in rural areas and among the Roma and members of other ethnic minorities.

Women are at risk of being forced out of the workplace and `back home''by the global financial crisis, particularly in rural areas and among minority and excluded groups (women living with AIDS, children, older people, migrant and domestic workers).

The Committee is deeply concerned at the high dropout rate in primary and secondary education, especially at the stage of transition from primary to secondary school, low school enrolment and attendance in rural areas and among Roma children, Roma and Ashkali refugee children, girls from certain Albanian communities, and children with disabilities, as well as about the high illiteracy rate in the State party.
27- ويساور اللجنة بالغ القلق إزاء ارتفاع معدل التسرب في مرحلتي التعليم الابتدائي والثانوي، ولا سيما في مرحلة الانتقال من المدرسة الابتدائية إلى المدرسة الثانوية وانخفاض معدل التسجيل والالتحاق بالمدارس في المناطق الريفية وفي صفوف أطفال الغجر، وأطفال اللاجئين من جماعتي الغجر والأشكالي، والفتيات اللاتي ينتمين إلى جماعات ألبانية معينة، والأطفال المعوقين، وكذلك إزاء ارتفاع معدل الأمية في الدولة الطرف.

It also noted concerns expressed by several treaty-monitoring bodies and UNICEF over the high school dropout rates in rural areas and among Roma children, refugees and girls, It further noted efforts made and policies adopted to foster the integration of Roma, Albanian, and other minorities in different sectors of society.
ولاحظت أيضاً المشاغل التي أعرب عنها العديد من هيئات رصد المعاهدات ومنظمة الأمم المتحدة للطفولة (اليونيسيف) بخصوص ارتفاع معدلات التوقف عن الدراسة في المناطق الريفية وفي صفوف أطفال الروما واللاجئين والفتيات. كما أحاطت علماً بالجهود المبذولة والسياسات المعتمدة لتشجيع إدماج الروما والألبانيين وغيرهم من الأقليات في مختلف قطاعات المجتمع.

The Committee, while acknowledging that there have been efforts to disseminate the Convention during the process for the development of regional plans for children and to train professionals working with and for children in line with its previous recommendation (ibid, para. 18), nevertheless expresses its concern that these measures need to be strengthened, in particular in rural areas and among indigenous children.
342- بينما تسلّم اللجنة، بالجهود التي بُذلت لنشر الاتفاقية أثناء عملية وضع خطط إقليمية للأطفال ولتدريب المهنيين العاملين مع الأطفال ومن أجلهم عملا بتوصيتها السابقة (المرجع نفسه، الفقرة 18)، فإنها تشعر بالقلق لأن هذه التدابير ليست كافية ويلزم تعزيزها، لا سيما في المناطق الريفية وفي صفوف أطفال السكان الأصليين.
