They are that the claimant(s) allege a violation of any of the rights set out in the Convention or that they are directly affected by the failure of a State party to comply with obligations; or, alternatively, that the claimant(s) allege a violation of any of the rights set out in the Convention.
ويتمثل الخيار اﻷول في أن يزعم المدعي حدوث انتهاك ﻷي من الحقوق المنصوص عليها في الاتفاقية أو يزعم أنه تضرر تضررا مباشرا بعدم تقيد دولة طرف بالتزاماتها؛ ويتمثل الخيار الثاني البديل في أن يزعم المدعي حدوث انتهاك ﻷي من الحقوق المنصوص عليها في الاتفاقية.

It notes that the authors' application was rejected because it did not disclose any appearance of a violation of the rights and freedoms set out in the Convention or its Protocols as it did not raise issues under the right to property protected by article 1 of Protocol No. 1.

However, although most States are parties to the Convention, a significant number have either not yet criminalized the terrorist financing offence or have introduced a terrorist financing offence that does not reflect the offences set forth in the Convention or the resolution.

Regarding the author's other complaints, the Commission considered that they " [did] not disclose any appearance of a violation of the rights and freedoms set out in the Convention or its Protocols. "

It considers that, in the present case, the European Court proceeded beyond an examination of purely procedural admissibility criteria, finding that the author's application " [did] not disclose any appearance of a violation of the rights and freedoms set out in the Convention or its Protocols " .

As a preliminary remark, it noted that, on 14 November 2000, the European Court of Human Rights had found this case inadmissible, because it did " not disclose any appearance of a violation of the rights and freedoms set out in the Convention or its Protocols " .

Rather, the Court's finding that the matters complained of " do not disclose any appearance of a violation of the rights and freedoms set out in the Convention or its Protocols " clearly shows that the Court's examination also comprised " a farreaching analysis of the merits of the case " .

The Court's reasoning that " there is no appearance of a violation of the applicant's rights " and that the matters complained of " do not disclose any appearance of a violation of the rights and freedoms set out in the Convention or its Protocols " clearly showed that the decision to dismiss the application on grounds of admissibility " also comprises far reaching aspects on the merits " .

5.4 The author submitted a copy of the decision of the European Court of Human Rights which reads: " In the light of all the material in its possession, and in so far as the matters complained of were within its competence, the Court found that they did not disclose any appearance of a violation of the rights and freedoms set out in the Convention or its Protocols " .

On 31 October 2000, a panel of three judges of the Court declared the application inadmissible under article 35, paragraph 4, of the Convention, noting " that the applicant has been informed of the possible obstacles to its admissibility " and finding that the matters complained of " do not disclose any appearance of a violation of the rights and freedoms set out in the Convention or its Protocols " .

By decision of 19 November 1999, a Committee of three judges dismissed the application, in accordance with article 35, paragraph 4, of the European Convention, finding that the matters complained of " do not disclose any appearance of a violation of the rights and freedoms set out in the Convention or its Protocols " .
وقد رفضت لجنة مؤلفة من ثلاثة قضاة طلب صاحب البلاغ وذلك بموجب حكم صدر في 19 تشرين الثاني/نوفمبر 1999 وفقاً للفقرة 4 من المادة 35 من الاتفاقية الأوروبية لحقوق الإنسان. ورأت لجنة القضاة أن المسائل المشتكى منها لا تكشف عن أي مظهر من مظاهر انتهاك الحقوق والحريات المنصوص عليها في الاتفاقية أو في بروتوكولاتها().
