In 1995, an agreement was reached on the establishment of an ad hoc committee to negotiate a treaty banning the production of fissile material for nuclear weapons or other nuclear explosive devices.

In it, the Assembly recommended the negotiation in the most appropriate international forum of a non-discriminatory, multilateral and effectively verifiable treaty banning the production of fissile material for nuclear weapons or other nuclear explosive devices.
وأوصت الجمعية العامة في ذلك القرار بالتفاوض في أكثر المحافل الدولية ملاءمة بشأن عقد معاهدة غير تمييزية متعددة اﻷطراف ويمكن التحقق منها فعليا، لحظر إنتاج المواد اﻹنشطارية ﻷغراض صنع اﻷسلحة النووية أو أجهزة التفجير النووية اﻷخرى.

The CD established the Ad Hoc Committee on the Prohibition of the Production of fissile material for nuclear weapons or other Nuclear Explosive Devices on 23 March last year.
لقد أنشأ مؤتمر نزع السلاح اللجنة المخصصة لحظر انتاج المواد اﻹنشطارية ﻷغراض صنع اﻷسلحة النووية أو غيرها من اﻷجهزة المتفجرة النووية في ٣٢ آذار/مارس الماضي.

The four items consist of: the prohibition of the production of fissile material for nuclear weapons or other nuclear explosive devices; effective international arrangements to assure non-nuclear-weapon States against the use or threat of use of nuclear weapons; prevention of an arms race in outer space; and transparency in armaments.

1. The Conference on Disarmament decides to establish an ad hoc committee on a'ban on the production of fissile material for nuclear weapons or other nuclear explosive devices' .
" ١- يقرر مؤتمر نزع السلاح إنشاء لجنة مخصصة `لحظر انتاج المواد اﻹنشطارية ﻷغراض صنع اﻷسلحة النووية أو وسائل التفجير النووية اﻷخرى`.

" At the beginning of last year's session, I was tasked with seeking the views of members of the most appropriate arrangement to negotiate a non-discriminatory, multilateral and internationally and effectively verifiable treaty banning the production of fissile material for nuclear weapons or other nuclear explosive devices.

2. The Conference directs the Ad Hoc Committee to negotiate a non-discriminatory, multilateral and internationally and effectively verifiable treaty banning the production of fissile material for nuclear weapons or other nuclear explosive devices.
" ٢- يوعز المؤتمر إلى اللجنة المخصصة بالتفاوض حول معاهدة غير تمييزية ومتعددة اﻷطراف، يمكن التحقق منها دولياً وفعلياً، لحظر انتاج المواد اﻹنشطارية ﻷغراض صنع اﻷسلحة النووية أو وسائل التفجير النووية اﻷخرى.

I am referring to a convention banning the production of fissile material for nuclear weapons or other nuclear explosive devices (“cut—off”) and to the resumption of negotiations in this field.
وإنما أشير في هذا الصدد إلى اتفاقية لحظر انتاج المواد اﻹنشطارية ﻷغراض صنع اﻷسلحة النووية أو النبائط المتفجرة النووية اﻷخرى )اتفاقية " الوقف " (، وإلى استئناف المفاوضات في هذا الميدان.

(a) The States parties should welcome progress made in the negotiation of a non-discriminatory and universally applicable convention banning the production of fissile material for nuclear weapons or other explosive devices in accordance with the Shannon report and the mandate contained therein.
)أ( ينبغي للدول اﻷطراف أن ترحب بالتقدم المحرز في المفاوضات المتعلقة بوضع اتفاقية غير تمييزية تنطبق على الجميع لحظر إنتاج المواد اﻹنشطارية ﻷغراض صنع اﻷسلحة النووية أو اﻷجهزة المتفجرة النووية اﻷخرى، وفقا لتقرير شانون والولاية الواردة فيه.

27. At the 703rd plenary meeting of the Conference on 23 March 1995, the Special Coordinator, Ambassador Shannon of Canada, presented his report on the outcome of his consultations " on the most appropriate arrangement to negotiate a treaty banning the production of fissile material for nuclear weapons or other nuclear explosive devices " .
٧٢- وفي الجلسة العامة ٣٠٧ التي عقدها المؤتمر في ٣٢ آذار/مارس ٥٩٩١، عرض المنسق الخاص السفير شانون من كندا تقريره عن نتائج مشاوراته بشأن " أنسب ترتيب للتفاوض على معاهدة لحظر انتاج المواد اﻹنشطارية ﻷغراض صنع اﻷسلحة النووية أو وسائل التفجير النووية اﻷخرى " .

(b) The States parties should renew the call contained in the principles and objectives for nuclear non-proliferation and disarmament for the Conference on Disarmament to commence immediately negotiations on a non-discriminatory and universally applicable convention banning the production of fissile material for nuclear weapons or other explosive devices in accordance with the Shannon report and the mandate contained therein.
)ب( ينبغي للدول اﻷطراف أن تجدد الطلب الوارد في مبادئ وأهداف عدم انتشار اﻷسلحة النووية ونزع السلاح النووي الموجه لمؤتمر نزع السلاح بأن يبدأ على الفور مفاوضات بشأن وضع اتفاقية غير تمييزية تنطبق على الجميع لحظر إنتاج المواد اﻹنشطارية ﻷغراض صنع اﻷسلحة النووية أو اﻷجهزة المتفجرة النووية اﻷخرى، وفقا لتقرير شانون والولاية الواردة فيه.

The Conference on Disarmament decides to reestablish under item 1 of its agenda entitled " Cessation of the nuclear arms race and nuclear disarmament " an ad hoc committee which shall negotiate, on the basis of the report of the Special Coordinator (CD/1299) and the mandate contained therein, a treaty banning the production of fissile material for nuclear weapons or other nuclear explosive devices.
إن مؤتمر نزع السلاح يقرر القيام، في إطار البند ١ من جدول أعماله المعنون " وقف سباق التسلح النووية ونزع السلاح النووي " ، بإعادة إنشاء لجنة مخصصة للتفاوض، استناداً إلى تقرير المنسق الخاص (CD/1299) والولاية الواردة فيه، على معاهدة لحظر إنتاج المواد اﻹنشطارية ﻷغراض صنع اﻷسلحة النووية أو وسائل التفجير النووية اﻷخرى.
