It is organized into four functional units: the Office of the Secretary-General, the Office of Legal Affairs, the Office of Administration and Management and the Office of Resources and Environmental Monitoring.

29. Within the framework of the above work to be carried out, the Office of Resources and Environmental Monitoring will be responsible for the following functions of the Secretariat, as and when required in 1997:
٢٩ - وفي إطار العمل الواجب إنجازه والمبين أعلاه، سيكون مكتب الموارد والرصد البيئي مسؤولا عن الاضطلاع بالمهام التالية لﻷمانة، حسب وعند الاقتضاء في عام ١٩٩٧:

b. Jointly with the Office of Resources and Environmental Monitoring, assist the Legal and Technical Commission and the Council in reviewing the situation and determining the need for rules, regulations and procedures;

30. In order to carry out the above programme of work, seven posts (1 D-1, 1 P-5, 2 P-4 and 3 General Service) are proposed for the Office of Resources and Environmental Monitoring.

Mr. James A. R. McFarlane (United States of America) was appointed as head of the Office of Resources and Environmental Monitoring and Mr. Frazer Henderson (United Kingdom of Great Britain and Northern Ireland) was appointed as Editor.
فقد عُين السيد أ. ر. ماكفارلين (الولايات المتحدة الأمريكية) رئيسا لمكتب الموارد والرصد البيئي والسيد فريزر هيندرسون (المملكة المتحدة لبريطانيا العظمى وأيرلندا الشمالية) محررا.

A number of vacant positions were filled during the reporting period, as follows: Head of the Office of Resources and Environmental Monitoring (D-1); Senior Scientific Affairs Officer (Marine Geologist) (P-5); Scientific Affairs Officer (Marine Biologist) (P-4); and Senior Legal Officer (P-5).

12. The programme of work for 1997 of the four organizational units of the secretariat of the Authority - Office of the Secretary-General, Office of Legal Services and Implementation Affairs, Office of Resources and Environmental Monitoring and Office of Administration and Management - along with the post requirements to implement it, are contained in paragraphs 13 to 33 of the budget (A/C.5/51/21, annex).

Following interviews of highly qualified applicants, Sandor Muslow (Chile) was appointed as Head of the Office for Resources and Environmental Monitoring.
