6. Attention was drawn to the situation of the Palestinian citizens of Israel, who became a national, ethnic, linguistic and religious minority in their own homeland following the establishment of the State of Israel.

The portrayal of Palestinian citizens of Israel as a threat to the state, combined with lack of a meaningful way in which they can contribute to the constitution-building process, threatens to produce a constitution that disregards their rights and render their second-class citizenship status permanent.
أما تصوير المواطنين الفلسطينيين في إسرائيل بأنهم يشكـّلون تهديداً للدولة، واقتران ذلك بعدم وجود أي سبيل ذي مغزى يمكـّنهم من المساهمة في عملية بناء الدستور، فمن شأنه أن ينذر بوضع دستور يتجاهل حقوقهم ويجعل وضعهم كمواطنين من الدرجة الثانية دائماً(12).

Within Israel itself, the State continues to enact laws that discriminate against Palestinian citizens of Israel, such as the law that prohibits family reunification between Israeli citizens (mostly Palestinians) and their Palestinian spouses from the occupied territories, except in certain age categories.

23. The Committee is concerned at the recent increase in racist and xenophobic acts, manifestations and discourse, especially against Palestinian citizens of Israel, Palestinians residing in the Occupied Palestinian Territory including East Jerusalem, and asylum-seekers of African origin.

Established in November 1996, Adalah serves Palestinian citizens of the State of Israel, numbering 1.2 million people or close to 20 per cent of the population, and Palestinians living in the Occupied Palestinian Territory.

It is therefore strange that he has not requested a single meeting to discuss that important issue -- the most important item on the agenda of the United Nations since its establishment -- especially in view of the escalation in Israeli settlement activities and attacks on the holy sites, possessions and liberties of Palestinian citizens in the occupied city of Jerusalem and elsewhere.

18 - تشكيل لجنة قانونية في إطار جامعة الدول العربية لمتابعة توثيق عمليات التهويد والاستيلاء والمصادرة للممتلكات العربية ومنازل المواطنين الفلسطينيين في القدس المحتلة أو تلك التي يتم إزالتها أو هدمها، وتقديم المقترحات العملية لمتابعة هذا الموضوع بما في ذلك رفع قضايا أمام محكمة العدل الدولية أو المحكمة الجنائية الدولية.
