The rights and freedoms referring to the civil and political rights are guaranteed by the Constitutional Law on the Rights and Obligations of a Citizen and a Person.
٥٧- ويضمن القانون الدستوري المتعلق بحقوق وواجبات المواطن والفرد الحقوق والحريات المتعلقة بالحقوق المدنية والسياسية.

126. The Constitutional Law on the Rights and Obligations of a Citizen and a Person stipulates in article 8:
٧٢١- تنص المادة ٨ من القانون الدستوري المتعلق بحقوق وواجبات المواطن والفرد على ما يلي:

(a) The Law on the Rights and Obligations of a Citizen and a Person (art. 18);

The rights stated therein are, for the most part, guaranteed by the 10 December 1991 Latvian Constitutional Law " The rights and obligations of a Citizen and a Person " (which is the equivalent of the Bill of Human Rights article of the Constitution).
ومعظم الحقوق المذكورة فيه يضمنها القانون الدستوري اللاتفي الصادر في ١٠ كانون اﻷول/ديسمبر ١٩٩١ بعنوان " حقوق والتزامات المواطن والفرد " )والذي يعادل مادة قانون حقوق اﻹنسان بالدستور(.

68. Equality of rights for men and women is established as a constitutional principle in article 12 of the Constitutional Law on the Rights and Obligations of a Citizen and a Person, where it is stated that all persons in Latvia are equal under the law, regardless of sex.
٨٦- تعتبر المساواة في الحقوق بالنسبة للرجال والنساء مبدأ دستوريا، إذ تنص المادة ٢١ من القانون الدستوري المتعلق بحقوق وواجبات المواطن والفرد على أن جميع اﻷشخاص في لاتفيا متساوون بموجب القانون أيا كان جنسهم.

In accordance with the Constitutional Law on the Rights and Obligations of a Citizen and a Person (art. 18) and the Law on Judicial Power (art. 3, para. 2) each person has the right, on the basis of complete equality, to be tried by an independent and objective court.
وعملا بالقانون الدستوري المتعلق بحقوق وواجبات المواطن والفرد )المادة ٨١( وبقانون السلطة القضائية )الفقرة ٢ من المادة ٣(، يحق لكل شخص، على أساس المساواة التامة، أن يحاكم من جانب محكمة مستقلة وموضوعية.

The rights of suspects, those accused, tried and detained are guaranteed by the Law on the Rights and Obligations of a Citizen and a Person (art. 19) in compliance with article 10 of the Covenant.
٨٨- تضمن حقوق المشبوهين والمتهمين والمحتجزين بموجب القانون المتعلق بحقوق وواجبات المواطن والفرد )المادة ٩١( عملا بالمادة ٠١ من العهد.

37. In the sphere of the protection of the rights of an individual, a new law on the entry and residence of foreigners and stateless persons must be drafted (in accordance with the Law on Citizenship, adopted on 21 July 1994) and the Constitutional Law on the Rights and Obligations of a Citizen and a Person must be amended.
٣٧- وفي اطار حماية حقوق الفرد، يجب صياغة قانون جديد لدخول اﻷجانب وعديمي الجنسية واقامتهم )عملاً بقانون الجنسية المعتمد في ٢١ تموز/يوليه ١٩٩٤( كما يجب تعديل القانون الدستوري المتعلق بحقوق وواجبات المواطن والفرد.
