In this regard, the Committee recommends that the State party undertake periodic comprehensive reviews of children placed in institutions or foster homes and strengthen its efforts to provide parents with the necessary assistance and support to enable them to exercise their parental role and responsibilities in the upbringing and education of their children.

The Committee requests the State party to provide in its next periodic report disaggregated data on an annual basis on the number and ethnic origin of children placed in institutions or foster homes, the average period of placement, the reasons for such placement, and the measures taken to reunite children with their biological parents.
وتطلب اللجنة إلى الدولة الطرف تضمين تقريرها الدوري المقبل بيانات مفصلة، على أساس سنوي، عن عدد وأصل الأطفال المودعين في المؤسسات أو دور الكفالة، ومتوسط فترة إقامتهم، وأسباب إيداعهم، والتدابير المتخذة للمّ شمل الأطفال مع والديهم الأصليين.

Mr. Henriques Gaspar pointed out that the conditions under which children are placed in institutions, the use and conditions of detention, the use of force by staff of institutions, or the failure to provide appropriate care are all matters that the Committee against Torture could and should scrutinize.
وأشار السيد أنريكي غاسبار إلى أن الظروف التي تحيط بالأطفال المودعين في المؤسسات واللجوء إلى الاحتجاز وظروفه، واستخدام القوة من جانب موظفي المؤسسات أو عدم توفير الرعاية المناسبة تعتبر كلها مسائل يمكن وينبغي للجنة مناهضة التعذيب أن تنظر فيها.

The Committee notes with concern the increasing number of children institutionalized as a result of abuse and neglect.
وتلاحظ اللجنة بقلق تزايد عدد الأطفال المودعين في المؤسسات نتيجة الاعتداء عليهم واهمالهم.

The State party should also set up and implement psychosocial rehabilitation programmes for institutionalized persons.
وينبغي لها أيضاً أن تضع وتنفذ برامج لإعادة تأهيل الأشخاص المودعين في المؤسسات الاستشفائية نفسياً.

490. The Committee expresses its concern at the large number of children who are placed in institutions and at the living conditions in these institutions, and at the increasing number of children who are abandoned by their parents.
490- تُعرب اللجنة عن قلقها إزاء العدد الكبير للأطفال المودعين في المؤسسات وإزاء الظروف المعيشية في هذه المؤسسات؛ وكذلك تُجاه الأعداد المتزايدة للأطفال المسيبين من قبل والديهم.

(d) Ensure that children placed in institutions have access to adequate complaint and consultation mechanisms;
(د) ضمان سبل وصول الأطفال المودعين في المؤسسات إلى الآليات المعنية بتلقي الشكوى

وتطلب اللجنة من الدولة الطرف تضمين تقريرها الدوري المقبل بيانات مصنفة، على أساس سنوي، عن عدد الأطفال المودعين في المؤسسات أو دور الكفالة وأصلهم الإثني، ومتوسط فترة إقامتهم، وأسباب إيداعهم، والتدابير المتخذة للمّ شمل الأطفال مع آبائهم الطبيعيين.

Take all necessary measures to allow children placed in institutions to return to their families whenever possible;
(ج) اتخاذ جميع التدابير اللازمة للسماح للأطفال المودعين في المؤسسات بالعودة إلى أسرهم كلما أمكن ذلك؛

69. The Committee expresses its concern at the high number of children who are placed in institutions and at the living conditions in these institutions, and at the increasing number of children who are abandoned by their parents.
69- تعرب اللجنة عن قلقها إزاء العدد المرتفع من الأطفال المودعين في المؤسسات وإزاء ظروف المعيشة في هذه المؤسسات وإزاء تزايد عدد الأطفال الذين يتخلى عنهم آباؤهم.

(g) In light of article 25 of the Convention, ensure that children placed in institutions and other forms of alternative care are regularly monitored and supervised;
(ز) في ضوء المادة 25 من الاتفاقية التأكد من أنه يجري بصورة منتظمة رصد ومراقبة حالة الأطفال المودعين في المؤسسات وغيرها من الأماكن التي تقدم الرعاية البديلة؛

400. The Committee notes the development of the Child Care Reform and the establishment of the Working Group for Alternatives to Institutionalization, but expresses its serious concern at the large number of children who are placed in institutions as a measure of social protection.
400- تلاحظ اللجنة تطور عملية الإصلاح في مجال رعاية الطفل وإنشاء الفريق العامل المكلف بالبحث عن وسائل بديلة لإيداع الأطفال في المؤسسات، إلا أنها تعرب عن قلقها الشديد إزاء ضخامة عدد الأطفال المودعين في المؤسسات باعتبار ذلك تدبيراً من تدابير الحماية الاجتماعية.

Many countries reported that education was available to all institutionalized juveniles.
٨٤ - أفاد كثير من البلدان بأن التعليم يتاح لجميع اﻷحداث المودعين في المؤسسات .

In Algeria, Brunei Darussalam, Libyan Arab Jamahiriya, Qatar and Togo, education was available to most and, in Argentina, to half of all institutionalized juveniles.
وفي الجزائر وبروني دار السلام والجماهيرية العربية الليبية وقطر وتوغو يتاح التعليم لمعظمهم ، وفي اﻷرجنتين لا يتاح التعليم الا لنصف اﻷحداث المودعين في المؤسسات .

For example, in Austria, institutionalized juveniles who behaved well could be allowed to wear their own personal clothing or use personal sports equipment.
وعلى سبيل المثال ، في النمسا يمكن السماح لﻷحداث المودعين في المؤسسات من ذوي السلوك الطيب بارتداء ملابسهم الخاصة أو استخدام أجهزتهم الرياضية .

(c) Juvenile offenders, in the Netherlands, are sometimes detained with children institutionalized for behavioural problems;
