Submission which price in combination with other constituent elements of the submission is so abnormally low in relation to the subject matter of the procurement that it raises concerns with the procuring entity as to the ability of the supplier or contractor that presented it to perform the procurement contract.

10. Upon the entry into force of the procurement contract and, if required, the provision by the supplier or contractor of a security for the performance of the contract, notice of the procurement contract shall be given promptly to other suppliers or contractors, specifying the name and address of the supplier or contractor that has entered into the contract and the contract price.
10- عندما يبدأ نفاذُ عقد الاشتراء ويقدِّم المورِّدُ أو المقاول ضمانة لتنفيذ العقد، إذا كان يُشترَط تقديمها، يُوجَّه إلى المورِّدين أو المقاولين الآخرين على وجه السرعة إشعار بإبرام عقد الاشتراء يُحدَّد فيه اسم وعنوان المورِّد أو المقاول الذي أُبرم معه العقد وسعر العقد.

This notification should not be confused with the notice of acceptance of the successful submission that is served only to the supplier or contractor that presented that submission under paragraph (4) of the article.
ولا ينبغي الخلط بين هذا التبليغ والإِشعار بقبول العرض الفائز الذي لا يوجّه إلاّ إلى المورِّد أو المقاول الذي قدّم ذلك العرض بمقتضى الفقرة (4) من هذه المادة.

The procuring entity shall reject that bid if it is found to be unresponsive or the supplier or contractor submitting it is found unqualified.
وترفض الجهة المشترية ذلك العطاء إذا تبين أنه غير مستجيب للمتطلبات أو أنَّ المورِّد أو المقاول الذي قدَّمه ليس مؤهلاً.

6. Where the solicitation documents require the supplier or contractor whose submission has been accepted to sign a written procurement contract conforming to the terms and conditions of the accepted submission:

The procuring entity may suffer losses if suppliers or contractors withdraw their submissions or if a procurement contract with the supplier or contractor whose submission had been accepted is not concluded due to fault on the part of that supplier or contractor (e.g., the costs of new procurement proceedings and losses due to delays in procurement).
2- وقد تتكبّد الجهة المشترية خسائر إذا سحب المورِّدون أو المقاولون عروضهم أو إذا تعذّر إبرام عقد الاشتراء مع المورِّد أو المقاول الذي قُبِل عرضه نتيجة خطأ من جانب ذلك المورِّد أو المقاول (مثل التكاليف المترتبة على القيام بإجراءات اشتراء جديدة والخسائر الناجمة عن التأخّر في الاشتراء).
