70. In cooperation with OHCHR, the National Police conducted training in the provinces of Luanda, Lunda-Norte, Lunda-Sul, Huambo, Benguela and Bié, and in a few municipalities, with the objective of increasing the knowledge of law enforcement personnel in human rights.

Conditions of detention in prisons, in particular in maximum security prisons, should be scrutinized with a view to guaranteeing that persons deprived of their liberty be treated with humanity and with respect for the inherent dignity of the human person, and implementing the United Nations Standard Minimum Rules for the Treatment of Prisoners and the Code of Conduct for Law Enforcement Officials therein.
وينبغي فحص ظروف الاعتقال في السجون، وبخاصة في السجون ذات الحراسة المشددة، بهدف ضمان معاملة اﻷشخاص المحرومين من حريتهم بإنسانية وباحترام للكرامة المتأصلة في كل شخص بشري، وتنفيذ قواعد اﻷمم المتحدة النموذجية الدنيا لمعاملة السجناء ومدونة قواعد سلوك الموظفين المكلفين بإنفاذ القوانين في السجون.

In this regard, the Committee recalls its general recommendation XIII on the training of law enforcement officials in the protection of human rights and encourages the State party to improve the training of law enforcement officials, especially police officers, so that the standards of the Convention are fully implemented.

18. General Recommendation XIII on the training of law enforcement officials in the protection of human rights, adopted by the Committee at its forty—second session in 1993, is understandably connected with article 7. Paragraph 3 reads:

Even though cases of torture do not exist in Bahrain, Bahrain constantly strives to improve the performance of law enforcement personnel in this area, including by requesting United Nations assistance in further developing human rights educational curricula, as well as in holding workshops on human rights.

In addition, the Committee is concerned about violent suppression of peaceful demonstrations by law enforcement officers in contravention of articles 7, 19, 21 and 27 of the Covenant (arts. 2, 7, 19, 21 and 27).
