22. The 20 Spanish-speaking Member States were committed to the United Nations and believed that dialogue was an expression of civility and tolerance. Without dialogue, diplomacy could not be effective.
22 - وأعلن أن الدول الأعضاء الـ 20 الناطقة باللغة الإسبانية ملتزمة تجاه الأمم المتحدة وتعتقد أن الحوار هو تعبير عن الكياسة والتسامح، إذ يتعذّر على الدبلوماسية أن تكون فعالة بمعزل عن الحوار.

It should be said in any case that the term " funcionario " is not generally used in Spanish-speaking countries to refer to the Head of State, the Head of Government, the Minister for Foreign Affairs or other government ministers, including, in some cases, other political officials.
وفي جميع الأحوال، لا بد لنا من القول إن مصطلح " funcionario " ليس مستخدماً بصفة عامة في البلدان الناطقة باللغة الإسبانية للإشارة إلى رئيس الدولة ورئيس الحكومة ووزير الخارجية أو سائر وزراء الحكومة، بما في ذلك، سائر المسؤولين السياسيين، في بعض الحالات.

17. The 20 Spanish-speaking Member States wished to reaffirm their commitment to multilingualism and to express their concern at the steady deterioration in the quality of translation and interpretation into Spanish, which ran counter to the principle of multilingualism and adversely affected the dialogue that was such an essential tool of the Organization.
17 - وأبدى رغبة الدول الأعضاء الـ 20 الناطقة باللغة الإسبانية في إعادة تأكيد التزامها بالتعددية اللغوية والإعراب عن قلقها لتدهور نوعية خدمات الترجمة التحريرية والترجمة الشفوية من اللغة الإسبانية، مما يتعارض مع مبدأ تعدد اللغات ويؤثر تأثيرا سلبيا على الحوار الذي يُعدّ أداة أساسية للمنظمة.

20. The dialogue between the Secretariat and the Spanish-speaking Member States had been fruitful and had given the Member States a clearer idea of the problems facing the Spanish translation and interpretation units.
20 - وأردف قائلا إن الحوار بين الأمانة العامة والدول الأعضاء الناطقة باللغة الإسبانية كان مثمرا وسمح لتلك الدول بتكوين صورة أوضح للمشاكل التي تواجهها وحدتا الترجمة الشفوية الإسبانية والترجمة التحريرية الإسبانية.

21. Pending the submission of the report, the Department of General Assembly and Conference Management should make an effort to remedy the many problems of interpretation and translation with which the Spanish-speaking Member States were confronted and report on the progress achieved.
21 - وقال إنه حتى يتم تقديم هذا التقرير، يتعيّن على إدارة شؤون الجمعية العامة والمؤتمرات أن تبذل كل جهد ممكن لحل مشاكل الترجمة الشفوية والترجمة التحريرية التي تواجهها الدول الأعضاء الناطقة باللغة الإسبانية وأن تقدّم تقريرا عن التقدم المحرز في هذا الخصوص.

I have the honour to transmit herewith the text of the letter addressed to you on 11 April by the 20 permanent representatives of the Spanish-speaking States Members of the United Nations concerning the use of the Spanish language in United Nations public information documents and the promotion of a multilingual philosophy in the Organization's activities.
أتشرف بأن أحيل إليكم طيه نص رسالة مؤرخة 11 نيسان/أبريل وجّهها الممثلون العشرون الدائمون للبلدان الناطقة باللغة الإسبانية الأعضاء في الأمم المتحدة بشأن استخدام اللغة الإسبانية في الوثائق الإعلامية للأمم المتحدة وتكريس نهج يقوم على تعدد اللغات في أنشطة الأمم المتحدة.

2. Through the combined use of new technologies and traditional communication media, the Department of Public Information and, in the Spanish-speaking world, the United Nations information centres, conveyed the reality of the Organization to a growing audience in the cause of peace, cooperation and solidarity between peoples.
2 - فبالاستعانة بطرق تجمع بين التكنولوجيات الجديدة ووسائل الاتصال التقليدية، تنقل إدارة شؤون الإعلام ومراكز الأمم المتحدة للإعلام في البلدان الناطقة باللغة الإسبانية إلى جمهور متزايد العدد حقائق ما يدور في المنظمة فيما يتعلق بمسائل السلام والتعاون والتضامن بين الشعوب.

I have the honour to write on behalf of the representatives of the Spanish-speaking Member States to the United Nations in order to transmit herewith the charter of the Group of Friends of Spanish at the United Nations, established on 16 September 2013 for the purposes declared therein (see annex).

The Spanish-speaking Member States had noted with concern the steady decline in the quality of translation into Spanish and had listened in astonishment and frustration to the poor interpretations into the other official languages of statements delivered in Spanish and at times from the other languages into Spanish.
وتلاحظ الدول الأعضاء الناطقة باللغة الإسبانية مع القلق التدهور المتواصل في نوعية الترجمة إلى اللغة الإسبانية، ويستمع مندوبوها بدهشة وإحباط إلى النوعية السيئة للترجمة الشفوية إلى اللغات الرسمية الأخرى للبيانات التي يُدلى بها باللغة الإسبانية وأحيانا إلى الترجمة الشفوية السيئة من اللغات الرسمية الأخرى إلى اللغة الإسبانية.

Ms. Perceval (Argentina), speaking on behalf of the Group of Friends of Spanish at the United Nations, said that the growing interest of Spanish-speaking peoples in the work of the United Nations had prompted the foundation of the Group, based on the shared conviction that strengthening cooperation between the United Nations and such a group would benefit the Organization's ideals, purposes and principles.
