2. Each State Party shall adopt legislative or other appropriate measures to prevent, to the extent possible, means of transport operated by commercial carriers from being used in the commission of the offence established in accordance with article 6, paragraph 1 (a), of this Protocol.
2- يتعيّن على كل دولة طرف أن تعتمد تدابير تشريعية أو تدابير أخرى مناسبة لكي تمنع، الى أقصى حد ممكن، استخدام وسائل النقل التي يشغلها الناقلون التجاريون في ارتكاب الجرم المقرّر وفقا للفقرة 1 (أ) من المادة 6 من هذا البروتوكول.

Article 11, paragraphs 2 to 4 require States parties to adopt legislative or other appropriate measures to prevent, to the extent possible, means of transport operated by commercial carriers from being used to smuggle migrants.
13- أمَّا الفقرات من 2 إلى 4 من المادة 11 فتُلزم الدول الأطراف باعتماد تدابير تشريعية أو تدابير أخرى مناسبة كي تمنع، إلى أقصى حدٍّ ممكن، استخدام وسائل النقل التي يشغلها الناقلون التجاريون في تهريب المهاجرين.

45. Member States were asked to provide information on legislative or other measures to prevent, to the extent possible, commercial carriers from being used for the purposes of trafficking in persons (see art. 11, para. 2, of the Protocol).
45- طُلب إلى الدول الأعضاء تقديم معلومات عن التدابير التشريعية أو التدابير الأخرى لكي تمنع ، قدر الإمكان، استخدام وسائل النقل التي يشغلها الناقلون التجاريون في الاتجار بالأشخاص (انظر الفقرة 2 من المادة 11 من البروتوكول).

States parties are also required to take measures to prevent means of transport operated by commercial carriers from being used in the commission of offences under the Protocols, including by establishing the obligation of commercial carriers to ascertain that all passengers are in possession of the travel documents required for entry into the receiving State, as well as providing for sanctions in cases of violation of that obligation.

At the 49th meeting, on 24 July, the Council adopted draft resolution III, entitled " Promoting the use of memoranda of understanding to facilitate cooperation between customs authorities and other competent administrations and the international trading community, including commercial carriers " , recommended by the Commission on Narcotic Drugs (E/1995/29, chap.
