In such circumstances the Committee finds that article 5, paragraph 2 (b), of the Optional Protocol does not preclude it from considering the communication.

It is submitted that the reservation therefore is incompatible with the object and purpose of the Protocol and that it is invalid and without effect and thus presents no bar to the Committee's consideration of this communication.

6.1 On 23 May 2011, the Committee informed the State party that it had started the consideration of the present communication at its 101st session (14 March - 1 April 2011).
