40. In paragraph 16 of its report of 2 June 1995 (A/49/766/Add.1), the Advisory Committee noted the additional expenditures incurred for periodic travel of mission staff for banking transactions and of related bank charges.
٤٠- أشارت اللجنة الاستشارية في الفقرة ١٦ من تقريرها المؤرخ ٢ حزيران/يونيه ١٩٩٥ )A/49/766/Add.1( الى النفقات الاضافية المتكبدة فيما يتعلق بسفر موظفي البعثة دوريا للقيام بمعاملات مصرفية وفيما يتعلق بالرسوم المصرفية.

In paragraph 9 it is stipulated that " if additional expenditures, as defined in paragraph 8 above, are proposed that exceed resources available within the contingency fund, such additional expenditures can only be included in the budget through redeployment of resources from low-priority areas or modifications of existing activities.

It will be recalled that, under the procedure established by the General Assembly in its resolution 41/213 of 19 December 1986, additional expenditures proposed over and above those in the programme budget should be accommodated within a contingency fund, established each biennium to accommodate additional expenditures derived from the legislative mandates not provided for in the proposed programme budget.
١٢ - مما هو جدير بالذكر أنه بموجب الاجراء الذي وضعته الجمعية العامة في قرارها ٤١/٢١٣ المؤرخ ١٩ كانون اﻷول/ديسمبر ١٩٨٦ فإن النفقات الاضافية المقترحة التي تتجاوز النفقات المدرجة في الميزانية البرنامجية ينبغي استيعابها في إطار صندوق للطوارئ ينشئ كل فترة من فترات السنتين لمواجهة النفقات الاضافية المستمدة من الولايات التشريعية غير المنصوص عليها في الميزانية البرنامجية المقترحة.

The size of the contingency fund, initially set at 0.75 per cent of the overall level of resources for the first outline and for all subsequent ones, has so far proved to be adequate to accommodate additional expenditures derived from legislative mandates not provided for in the proposed programme budget as defined in resolutions 41/213 of 19 December 1986 and 42/211 of 21 December 1987.
١٤ - ثبت حتى اﻵن أن حجم صندوق الطوارئ، الذي حدد في البداية بواقع ٠,٧٥ في المائة من المستوى العام لموارد المخطط اﻷول وجميع المخططات اللاحقة، كاف لاستيعاب النفقات الاضافية المترتبة على الولايات التشريعية التي لم يخصص لها اعتمادات في الميزانية البرنامجية المقترحة على النحو المحدد في القرارين ٤١/٢١٣ المؤرخ ١٩ كانون اﻷول/ديسمبر ١٩٨٦ و ٤٢/٢١١ المؤرخ ٢١ كانون اﻷول/ديسمبر ١٩٨٧.

42. Mr. GOKHALE (India) said that, when considering the financing of MINUGUA and MICIVIH, it was important to bear in mind that during the biennium there would be other operations where additional resources would be required, and it would be impossible to continue to meet additional expenditures from existing resources indefinitely.
