Many Governments are giving high priority to the adoption of this instrument, since without a global HNS Convention it is feared that regional regimes might develop, with consequent difficulties for the international shipping industry.

In support of the above, attention is drawn to the Hong Kong International Convention for the Safe and Environmentally Sound Recycling of Ships, adopted in 2009 under the auspices of the International Maritime Organization, which aims to provide globally applicable ship-recycling regulations for international shipping and for ship-recycling activities.
36 - ودعماً لما سبق ذكره، تجدر الإشارة إلى اتفاقية هونغ كونغ الدولية بشأن إعادة التدوير الآمن والسليم بيئياً للسفن، المعتمدة في عام 2009 تحت إشراف المنظمة البحرية الدولية، والتي تهدف إلى توفير قواعد تنظيمية منطبقة عالمياً بشأن إعادة تدوير السفن في إطار أنشطة النقل البحري الدولية وإعادة تدوير السفن.

Should the international shipping community decide to establish an international seafarer's register, as strongly recommended by the Seafarers' International Research Centre of Cardiff University in its study regarding fraudulent practices associated with certificates of competency and endorsements, all data maintained in the Cyprus Seafarers' Register can be easily transferred to such an international database.
وإذا ما قررت أوساط النقل البحري الدولية أن تنشئ سجلا دوليا للملاحين، على النحو الذي أوصى به بشده مركز البحوث الدولي للملاحين بجامعة كارديف في الدراسة التي أجراها بشأن ممارسات التزوير المرتبطة بشهادات الكفاءة والتصديق عليها يمكن بسهولة تحويل جميع البيانات الموجودة لدى سجل الملاحين في قبرص إلى قاعدة البيانات الدولية.

It was added that, historically, freedom of contract had been introduced in international maritime transport instruments through the exemption of certain contracts such as charter parties from the scope of application of these instruments, such as, for example, article V of the Hague Rules, which did not intend to protect third parties but merely to exclude charter parties.
