Background: The SBSTA, at its twenty-eighth session, initiated its programme of work on methodological issues relating to a range of policy approaches and positive incentives for reducing emissions from deforestation and forest degradation in developing countries.

The Conference of the Parties (COP), by its decision 2/CP.13, paragraph 7, requested the Subsidiary Body for Scientific and Technological Advice (SBSTA) to undertake a programme of work on methodological issues related to a range of policy approaches and positive incentives that aim to reduce emissions from deforestation and forest degradation in developing countries.

Background: At its sixteenth session, the COP adopted decision 1/CP.16, which addresses policy approaches and positive incentives on issues relating to reducing emissions from deforestation and forest degradation in developing countries; and the role of conservation, sustainable management of forests and enhancement of forest carbon stocks in developing countries in chapter III.C and in appendices I and II.
