4. The Under-Secretary-General for Economic and Social Affairs of the United Nations Secretariat consulted the relevant bodies of the United Nations system and he received the following proposals for a theme:

6. Pursuant to General Assembly resolution 48/141, the High Commissioner for Human Rights has specific responsibility for the promotion, protection and realization of the right to development and the enhancement of support from relevant bodies of the United Nations system for this purpose.

4. The Under-Secretary-General for Economic and Social Affairs of the United Nations Secretariat had consulted the relevant bodies of the United Nations system through a letter dated 18 January 2002, as a result of which he received the following proposals for a theme:

1. In its resolution 48/141, in which the General Assembly established the mandate of the United Nations High Commissioner for Human Rights, the Assembly decided that one of the responsibilities of the High Commissioner would be to promote and protect the realization of the right to development and to enhance support from relevant bodies of the United Nations system for that purpose.
أولاً- مقدمة 1- قررت الجمعية العامة في قرارها 48/141، الذي أنشأت بموجبه ولاية مفوض الأمم المتحدة السامي لحقوق الإنسان، أن يكون من بين مسؤوليات المفوض السامي تعزيز وحماية إعمال الحق في التنمية وزيادة الدعم المقدم لهذا الغرض من الهيئات ذات الصلة في منظومة الأمم المتحدة.

1. In its resolution 48/141, in which the General Assembly established the post of United Nations High Commissioner for Human Rights, the Assembly directed the High Commissioner to promote and protect the realization of the right to development and to enhance support from relevant bodies of the United Nations system for this purpose.
1- أوعزت الجمعية العامة في قرارها 48/141، الذي أنشأت فيه منصب مفوض الأمم المتحدة السامي لحقوق الإنسان، بأن يكون من مسؤوليات المفوض السامي تعزيز وحماية إعمال الحق في التنمية وزيادة الدعم المقدم لهذا الغرض من الهيئات ذات الصلة في منظومة الأمم المتحدة.

(a) Ensuring the realization of the right to development throughout the human rights programme and by the relevant bodies of the United Nations system through strengthened and effective evaluation and monitoring to that end, and taking into account the need for sustainable development;
(أ) ضمان إعمال الحق في التنمية على نطاق برنامج حقوق الإنسان من خلال الهيئات ذات الصلة في منظومة الأمم المتحدة في ظل عملية معززة وفعالة للتقييم والرصد معدة لهذا الغرض وبمراعاة ضرورة تحقيق التنمية المستدامة؛

UNESCO, the United Nations Development Programme (UNDP), UNICEF, ILO, the World Bank, the regional development banks, the International Monetary Fund (IMF) and other relevant bodies within the United Nations system should enhance their cooperation for the implementation of the right to education at the national level, with due respect to their specific mandates, and building on their respective expertise.
