The present report has been prepared pursuant to Commission on Narcotic Drugs resolution 47/3. It presents an overview of activities undertaken to facilitate the work of the Commission in the exercise of its role as the governing body of the drug programme of the United Nations Office on Drugs and Crime and the continued process of reform of the Office.

Pursuant to Economic and Social Council resolution 1999/30 of 28 July 1999, the provisional agenda of the Commission was structured in two distinct segments: a normative segment, during which the Commission would discharge its treaty-based and normative functions; and an operational segment, during which the Commission would exercise its role as the governing body of the drug programme.
128- وعملا بقرار المجلس الاقتصادي والاجتماعي 1999/30، المؤرخ 28 تموز/يوليه 1999، قُسّم جدول أعمال اللجنة إلى جزأين متمايزين: جزء معياري تقوم اللجنة أثناءه بأداء وظائفها المنبثقة من المعاهدات والمتعلقة بوضع المعايير؛ وجزء عملي تؤدي أثناءه اللجنة دورها بصفتها الهيئة التشريعية لبرنامج المخدرات.

(b) Reaffirms the role of the Commission on Crime Prevention and Criminal Justice as governing body of the United Nations on matters of crime prevention and criminal justice and as the governing body of the crime programme of the United Nations Office on Drugs and Crime;

Taking note of the report of the Committee for Programme and Coordination on its forty-first session and the reports of the Office of Internal Oversight Services, in which recommendations were made regarding the strengthening of the Commission on Narcotic Drugs as the governing body of the United Nations International Drug Control Programme,

The Under-Secretary-General for Internal Oversight Services made a statement on the ongoing management reform within the Office for Drug Control and Crime Prevention and informed the Commission, as the governing body of UNDCP, of the importance of implementing the recommendations to improve the management and efficiency of the Programme.
118- وألقى وكيل الأمين العام لمكتب خدمات الرقابة الداخلية كلمة بشأن الإصلاح الإداري الجاري داخل مكتب مراقبة المخدرات ومنع الجريمة، وأبلغ اللجنة، بصفتها الهيئة التشريعية لبرنامج الأمم المتحدة للمراقبة الدولية للمخدرات (اليوندسيب) بمدى أهمية تنفيذ التوصيات الرامية إلى تحسين إدارة البرنامج وفعاليته.
