The members of the Council reaffirmed their full support for the current efforts of the Government of National Unity and Transition, as well as for the Special Representative of the Secretary-General and the personnel of MONUC.

Members of the Council took note of the recommendations contained in the Secretary-General's report, and reiterated their full support to the Government of National Unity and Transition.

Furthermore, by its resolution 1596 (2005), the Council demanded that all parties with military capabilities in Ituri, in North Kivu or in South Kivu help the Government of National Unity and Transition to implement its commitments regarding disarmament, demobilization and reintegration of foreign and Congolese combatants.

It urged all Congolese parties, inter alia, to remain fully committed to the peace process and the Global and All-Inclusive Agreement and to respect the Government of National Unity and Transition, as the sole legitimate governing authority in the Democratic Republic of the Congo.

43. Although some progress has been made in the transitional process in the Democratic Republic of the Congo, the process was impeded by lingering mistrust among various components of the Government of National Unity and Transition.

Recognizing that the establishment of the Government of National Unity and Transition in the Democratic Republic of the Congo, in accordance with the Global and All-Inclusive Agreement of 17 December 2002, is an essential factor for the peace and security necessary to ensure the development of good-neighbourly relations and cooperation with one another,
إذ يسلمون بأن إقامة حكومة الوحدة الوطنية الانتقالية في جمهورية الكونغو الديمقراطية، وفقا للاتفاق الشامل والجامع المبرم في 17 كانون الأول/ديسمبر 2002، يشكل عاملا أساسيا لإحلال السلام والأمن اللازمين لضمان تطوير علاقات حسن الجوار والتعاون فيما بين بلدانهم،

The members of the Council urged all countries in the region to accelerate the normalization of their relations. They call upon the States in the region to play a constructive role, in particular by ensuring, in liaison with the Government of National Unity and Transition and with MONUC, that armed groups operating in Ituri and in North and South Kivu be prevented from receiving support from their territory.
وشجع أعضاء المجلس جميع بلدان المنطقة على المضي بخطى سريعة على درب تطبيع علاقاتها، ودعوا دول المنطقة إلى النهوض بدور بناء، ولا سيما بأن تكفل، في إطار من التنسيق مع حكومة الوحدة الوطنية الانتقالية والبعثة، منع الجماعات المسلحة العاملة في إيتوري وفي كيفو الشمالية والجنوبية من تلقي الدعم من داخل إقليمها.

Those responsible for atrocities and human rights abuses should be held to account, and the Government of National Unity and Transition should take immediate steps, with support from the international community, to reverse the current climate of impunity. "
وينبغي مساءلة المسؤولين عن الأعمال الوحشية وانتهاكات حقوق الإنسان، كما ينبغي لحكومة الوحدة الوطنية الانتقالية أن تتخذ خطوات فورية، بدعم من المجتمع الدولي، لوضع حد لمناخ الإفلات من العقاب السائد حاليا " .

30. By its resolution 1592 (2005), the Security Council stressed the need to implement without delay the national disarmament, demobilization and reintegration programme for Congolese combatants, and called on the Government of National Unity and Transition to develop, with the assistance of MONUC, a joint concept of operations for the disarmament of foreign combatants.
30 - شدد مجلس الأمن في قراره 1592 (2005) على ضرورة تنفيذ برنامج نزع السلاح والتسريح وإعادة الإدماج للمقاتلين الكونغوليين على الصعيد الوطني دون إبطاء. وطلب إلى حكومة الوحدة الوطنية الانتقالية أن تقوم مع البعثة بوضع مفهوم مشترك للعمليات من أجل نزع سلاح المقاتلين الأجانب.

Aware of the difficulties that need to be overcome to carry through the peace and national reconciliation process, they reaffirmed their full support for the efforts undertaken by the Government of National Unity and Transition. They also underlined their support for the Special Representative of the Secretary-General and the personnel of MONUC, particularly in the light of the killing of a United Nations peacekeeper in Bukavu on March 29.
