Such cruel and unlawful acts not only have a negative economic impact on maritime transportation but also constitute a real threat to the lives of crew members.
فمثل هذه الأعمال الوحشية وغير القانونية ليس لها تأثير اقتصادي سلبي على النقل البحري فحسب، وإنما تشكل كذلك تهديدا حقيقيا لأرواح أعضاء الأطقم الملاحية.

32. In connection with the above-mentioned cruel and unusual punishments, the Special Rapporteur has received a report indicating that penal amputations were reimposed in August 1998.

The cruel and inhuman after-effects of that hell on earth were still being felt and would be for generations to come.
وما زالت تشعر أجيال بالآثار الوحشية وغير الإنسانية للتفجير الذي قلب المنطقة إلى جحيم وستظل تشعر بهذه الآثار الأجيال القادمة.

61. On the subject of the amputation decrees, which are still in force within Iraq notwithstanding decrees Nos. 61 and 62, the Special Rapporteur concludes that they remain gross violations of human rights and an offence to the population as a whole and, in particular, to the individuals who must endure their cruel and unusual punishments.
٦١ - أما بشأن موضوع القرارات المتعلقة ببتر اﻷعضاء، التي لا تزال نافذة في العراق بالرغم من القرارين ٦١ و ٦٢، يستنتج المقرر الخاص أنها لا تزال تشكل انتهاكات صارخة لحقوق اﻹنسان وإساءة إلى السكان في مجملهم، وخصوصا إلى اﻷشخاص المضطرين إلى معاناة هذه العقوبات الوحشية وغير العادية.

71. As described by the Special Rapporteur in his last report to the Commission on Human Rights and as noted above, the legalization of such cruel and unusual punishments are due to the structure of power in Iraq, which permits extreme, yet routine, abuses by a small number of persons who are not only " above the law " but who, according to the prevailing legal order, are virtually synonymous with the law.
