Letter dated 10 June (S/1998/496) from the representatives of Rwanda and the United States of America addressed to the Secretary-General, transmitting the general implementation plan and recommendations of the facilitators prepared by the Rwandan-United States facilitation team which had negotiated with representatives of the Governments of Eritrea and Ethiopia.
رسالة مؤرخة ١٠ حزيران/يونيه (S/1998/496) موجهة إلى اﻷمين العام من ممثلي رواندا والولايات المتحدة اﻷمريكية، تحيل خطة التنفيذ العامة والتوصيات المقدمة من الوسيطين كما أعدها فريق الوساطة المكون من رواندا والولايات المتحدة اﻷمريكية الذي تفاوض مع ممثلي حكومتي إثيوبيا وإريتريا.

Noting that we have observed that there is a basis for both reducing current tensions and resolving the underlying problem between the Governments of the State of Eritrea and the Federal Democratic Republic of Ethiopia, the facilitators (the Governments of Rwanda and the United States of America) hereby submit the following recommendations:

The massive offensive of the Croatian armed forces against the Serb-populated areas negates your appeals, as well as the efforts of the international mediators, Thorvald Stoltenberg and Carl Bildt, to continue the search for a political settlement.
فالهجوم الضخم الذي قامت به القوات المسلحة الكرواتية ضد المناطق التي يسكنها الصرب يحبط نداءاتكم الداعية إلى مواصلة البحث عن تسوية سلمية كما يحبط جهود الوسيطين الدوليين، ثورفالد شتولتنبرغ وكارل بيلت، في هذا الصدد.

In this context, the European Union reiterates its full support for the mediation efforts undertaken by President Bongo of Gabon and Mr. Mohamed Sahnoun, the Special Envoy of the Secretaries-General of the United Nations and Organization of African Unity. It calls upon all the Congolese parties to conclude, without delay, a peace agreement on the basis of the proposals made by the mediators.

In fulfilment of the mandate of the Mission and other relevant OSCE decisions, we confirm the commitment of OSCE, including through its Mission, to follow closely the implementation of this process, as well as to assist in achieving a settlement in the eastern part of the Republic of Moldova, in close cooperation with the Russian and Ukrainian mediators.
