The SBI commended the CGE for its work in preparing the following reports aimed at, and which may be useful in, assisting Parties not included in Annex I to the Convention (non-Annex I Parties) to improve the process of preparation of second and subsequent national communications:
23- وأثنت الهيئة الفرعية للتنفيذ على فريق الخبراء الاستشاري لما قام به من عمل في إعداد التقارير التالية التي ترمي إلى مساعدة الأطراف غير المدرجة في المرفق الأول للاتفاقية (الأطراف غير المدرجة في المرفق الأول)، والتي قد تفيد في مساعدتها على تحسين عملية إعداد البلاغات الوطنية الثانية واللاحقة:

Ensure, together with its implementing agencies, that the analysis of project proposals for the financing of second and subsequent national communications is consistent with the guidelines for the preparation of national communications from Parties not included in Annex I to the Convention.
(و) العمل، إلى جانب وكالاته المشرفة على التنفيذ، على أن يكون تحليل مقترحات المشاريع لتمويل البلاغات الوطنية الثانية واللاحقة متسقاً مع المبادئ التوجيهية لإعداد البلاغات الوطنية المقدمة من الأطراف غير المدرجة في المرفق الأول للاتفاقية().

Parties are encouraged to use the template on cross-cutting themes in national communications from non-Annex I Parties (FCCC/SBI/2007/3) during the process of preparation of second and subsequent national communications so as to improve the scope and quality of reporting on: research and systematic observation; education, training and public awareness; technology transfer; information sharing and networking and institutional arrangements;
(ل) تُشجَّع الأطراف على استخدام نموذج بشأن المواضيع الشاملة لعدة قطاعات في البلاغات الوطنية المقدمة من الأطراف غير المدرجة في المرفق الأول (FCCC/SBI/2007/3) أثناء عملية إعداد البلاغات الوطنية الثانية واللاحقة بغية تحسين نطاق وجودة الإبلاغ عنها: البحوث والمراقبة المنهجية؛ التعليم والتدريب والتوعية العامة؛ نقل التكنولوجيا؛ تقاسم المعلومات والربط الشبكي والترتيبات المؤسسية؛
