97 - ينص مشروع المادة 9، المقتبس من المادة 43 من اتفاقية قانون المعاهدات، على أن إنهاء معاهدة أو الانسحاب منها أو تعليق نفاذها، نتيجة لنزاع مسلح، لا يحد بأي حال من واجب أي دولة من واجب الوفاء بأي التزام تتضمنه المعاهدة وتكون ملزمة به بموجب القانـون الدولي بمعزل عن تلك المعاهدة.

Section 66 of the Order provides powers for the relevant regulatory or supervisory authority to issue such directions and guidelines to any person or any class of person under their regulation or supervision as they consider necessary in order to discharge or facilitate the discharge of any obligation by virtue of a resolution or decision of the United Nations Security Council relating to terrorism.

Under Section 12 of the Anti-Terrorism (Financial and Other Measures) Order 2002, the Minister of Finance may issue such directions to any financial institution or institutions " in order to discharge or facilitate the discharge of any obligation binding on Brunei Darussalam " by virtue of a decision of the United Nations Security Council with regard to the suppression of financing of terrorism.
