At its second session, the Conference adopted resolution 2/1, in which it decided, inter alia, that the review mechanism should be non-punitive and identify difficulties encountered by parties in the fulfilment of their obligations under the Convention.
4- واعتمد المؤتمر في دورته الثانية القرار 2/1 الذي قرّر فيه أن تكون آلية الاستعراض غير عقابية وأن تحدد الصعوبات التي تواجهها الأطراف في الوفاء بالتزاماتها بمقتضى الاتفاقية.

104- يمكن استخدام آلية الاستعراض لمعالجة المشاكل والتحديات التي تواجهها الدول الأطراف (انظر الفقرة 93 أعلاه) واستبانة الممارسات الفضلى التي تتبعها في الوفاء بالتزاماتها بمقتضى الاتفاقية.
