We have carefully considered the Modalities for the Implementation of the Framework Agreement, which have been presented to us by the OAU High-Level Delegation.
لقد درسنا بعناية أساليب تنفيذ الاتفاق اﻹطاري الذي طرحه علينا الوفد الرفيع المستوى لمنظمة الوحدة اﻷفريقية.

The Central Organ endorsed the proposals for a Framework Agreement submitted by the OAU High-Level Delegation to the two parties, which constitute an appropriate framework for the resolution of the dispute between Ethiopia and Eritrea.
وأيﱠد الجهاز المركزي المقترحات التي قدمها الوفد الرفيع المستوى لمنظمة الوحدة اﻷفريقية إلى الطرفين بشأن إبرام اتفاق إطاري، وتتضمن إطارا ملائما لحل النزاع بين إثيوبيا وإريتريا.

The Ethiopian Foreign Minister further claims that the OAU High-Level Delegation has pronounced a " new clarification " on " Badme and environs " that is consonant with Ethiopia's " interpretation " .
ويدعي وزير الخارجية اﻹثيوبي كذلك أن الوفد الرفيع المستوى لمنظمة الوحدة اﻷفريقية قد أعلن عن " توضيح جديد " بشأن " بادمي وضواحيها " يتطابق مع " تفسير " إثيوبيا.

But that argument, as you must not fail to appreciate, has been rendered hollow by the clarification given to Eritrea by the Chairman of the OAU High-Level Delegation in a letter dated 8 May 1999 addressed to the Eritrean President.

The Central Organ considered the report of the high-level delegation of OAU on the dispute between Ethiopia and Eritrea.
نظر الجهاز المركزي في تقرير الوفد الرفيع المستوى لمنظمة الوحدة اﻷفريقية بشأن النزاع القائم بين إثيوبيا وإريتريا.

They reaffirmed their full support for the OAU efforts and encouraged it to intensify those efforts, while calling on the parties to cooperate fully and constructively with the high-level delegation of OAU to implement the Framework Agreement.
وأعادوا تأكيد دعمهم الكامل لجهود منظمة الوحدة اﻷفريقية وشجعوها على تكثيف تلك الجهود، ودعوا في نفس الوقت الطرفين إلى التعاون الكامل والبناء مع الوفد الرفيع المستوى لمنظمة الوحدة اﻷفريقية في تنفيذ الاتفاق اﻹطاري.

Eritrea had indeed provided this information to the OAU High-Level Delegation as early as June 1998.
والحقيقة أن إريتريا قد قدمت هذه المعلومات إلى الوفد الرفيع المستوى لمنظمة الوحدة اﻷفريقية في وقت باكر منذ حزيران/يونيه ١٩٩٨.

In regard to the last principle, however, I wish to bring to the attention of Your Excellency and the OAU High-Level Delegation that Eritrea requests that this principle be formulated in precise, legal language that does not brook any ambiguity and does not lend itself to differing interpretations, thereby impeding the technical work of demarcation.

4. the OAU High-Level Delegation defined " environs " of Badme town, in its written clarifications provided to Eritrea on 26 January 1999, as " the area surrounding Badme town " .
٤ - وقد عرﱠف الوفد الرفيع المستوى لمنظمة الوحدة اﻷفريقية عبارة " المناطق المحيطة " بمدينة بادميه، في التوضيحات الخطية التي قدمها إلى إريتريا في ٢٦ كانون الثاني/يناير ١٩٩٩، بأنها " المنطقة المحيطة بمدينة بادميه " .

The written clarification provided to Eritrea by the OAU High-Level Delegation reads in this regard: " Ethiopia has indicated that it will submit its claims when the issues of delimitation, demarcation and, if need be, arbitration are addressed " .
والتوضيح الخطي المقدم إلى إريتريا من قبل الوفد الرفيع المستوى لمنظمة الوحدة اﻷفريقية في هذا الخصوص ينص على ما يلي: " أشارت إثيوبيا إلى أنها ستقدم مطالباتها عند تناول مسائل التحديد ورسم الحدود، والتحكيم، إذا دعت الضرورة " .

As you will recall, Eritrea had submitted to the Security Council, in its letter of 12 March 1999 (S/1999/274), the written clarifications that the OAU High-Level Delegation provided it with on 26 January 1999.

2. Letter dated 14 July 1999 from President Isaias Afwerki to President Abdelaziz Bouteflika, the Current Chairman of OAU (see annex II), formally accepting the Modalities proposed by the OAU High-Level Delegation and endorsed by the OAU Algiers Summit on 14 July 1999;

They also call upon the parties to cooperate fully and constructively with the high-level delegation of OAU to implement the Framework Agreement.
وهم يدعون أيضا الطرفين إلى التعـــاون الكامـــل والبنــــاء مـــع الوفد الرفيع المستوى لمنظمة الوحدة اﻷفريقية لتنفيذ الاتفاق اﻹطاري.

At the informal consultations of the whole held on 13 November 1998, the members of the Council received a briefing by the Special Envoy of the Secretary-General to Africa on the developments in the situation between Eritrea and Ethiopia, in particular on the outcome of the meeting of the high-level delegation of OAU on the dispute between Eritrea and Ethiopia, held at Ouagadougou on 7 and 8 November 1998.
وفي المشاورات غير الرسمية للمجلس بكامل هيئته المعقودة في ١٣ تشرين الثاني/نوفمبر ١٩٩٨ استمع أعضاء المجلس ﻹحاطة من المبعوث الخاص لﻷمين العام إلى أفريقيا عن تطورات الحالة بين إريتريا وإثيوبيا وبخاصة نتائج اجتماع الوفد الرفيع المستوى لمنظمة الوحدة اﻷفريقية المعني بالنزاع بين إريتريــا وإثيوبيــا والمعقود في أواغادوغو في ٧ و ٨ تشرين الثاني/نوفمبر ١٩٩٨.
