132. The status of voluntary contributions to the International Tribunal, as at 30 June 1995, is detailed below:
١٣٢ - وترد أدناه تفاصيل حالة المساهمات الطوعية المقدمة الى المحكمة الدولية في ٣٠ حزيران/يونيه ١٩٩٥:

The material collected by the Commission has been transferred to the International Tribunal for the Prosecution of Persons responsible for Serious Violations of International Humanitarian Law in the Territory of the Former Yugoslavia;
وأحيلت المواد التي جمعتها اللجنة الى المحكمة الدولية لمحاكمة اﻷشخاص المسؤولين عن الانتهاكات الجسيمة للقانون الدولي التي ارتكبت في إقليم يوغوسلافيا السابقة؛

136. During 1994-1995, a number of Member States made contributions of equipment to the International Tribunal.
١٣٦ - خلال الفترة ١٩٩٤ - ١٩٩٥، قدم عدد من الدول اﻷعضاء مساهمات في شكل معدات الى المحكمة الدولية.

Contribution in an amount of $150,000 to the International Tribunal for Rwanda.

7. Invites Member States and other interested parties to make voluntary contributions to the International Tribunal both in cash and in the form of services and supplies acceptable to the Secretary-General;
٧ - تدعو الدول اﻷعضاء واﻷطراف المهتمة اﻷخرى الى تقديم التبرعات الى المحكمة الدولية نقدا وفي شكل خدمات وإمدادات تكون مقبولة لدى اﻷمين العام؛

565. Members wanted to know if the Government of Croatia had succeeded in bringing persons responsible for the violation of women's human rights and for war crimes to the International Tribunal for the former Yugoslavia.
٥٦٥- وأرادت عضوة من اﻷعضاء معرفة ما إذا كانت حكومة كرواتيا قد نجحت في تقديم اﻷشخاص المسؤولين عن انتهاك حقوق الانسان المقررة للمرأة وعن جرائم الحرب الى المحكمة الدولية ليوغوسلافيا السابقة.

- Submit immediately to the International Tribunal for the former Yugoslavia for review lists of people suspected of having committed violations of international humanitarian law with the supporting evidence;
- أن تقدم فورا الى المحكمة الدولية ليوغوسلافيا السابقة قوائم باﻷشخاص المشتبه في انتهاكهم للقانون اﻹنساني الدولي، مع اﻷدلة المؤيدة لكي تنظر فيها؛

- Submit immediately to the International Tribunal case files on those arrested in contravention of the " Rules of the Road " on suspicion of war crimes;
- أن تقدم فورا الى المحكمة الدولية ملفات القضايا المتعلقة باﻷشخاص المحتجزين بطريقة تتعارض و " قواعد الطريق " بسبب الاشتباه في ارتكابهم لجرائم حرب؛

The Group also stresses that article 29 of the Statute of the Tribunal, established under Chapter VII of the Charter of the United Nations, legally compels all States to detain and to surrender accused persons to the International Tribunal at The Hague; this obligation also rests on all the parties to the Agreement, including the Federal Republic of Yugoslavia.
ويؤكد الفريق أيضا على أن المادة ٢٩ من النظام اﻷساسي للمحكمة المنشأة بموجب الفصل السابع من ميثاق اﻷمم المتحدة تفرض قانونا على جميع الدول أن تحتجز اﻷشخاص المتهمين وتسلمهم الى المحكمة الدولية في لاهاي - وهذا الالتزام ينطبق على جميع اﻷطراف في الاتفاق بما فيهم جمهورية يوغوسلافيا الاتحادية.

27. All information collected by the Human Rights Field Operation in Rwanda is fully communicated to the Special Rapporteur and copies of those materials, including those transmitted to the International Tribunal for Rwanda, are retained in Geneva for the Special Rapporteur's exclusive use.
٢٧ - وتنقل كل المعلومات التي تجمعها العملية الميدانية لحقوق الانسان في رواندا تماما الى المقرر الخاص ويحتفظ في جنيف بنسخ عن تلك المواد، بما فيها المواد المحالة الى المحكمة الدولية لرواندا، وذلك من أجل استعمال المقرر الخاص حصرا.

8. Ms. Powles (New Zealand), introducing draft resolution A/C.5/53/L.22 concerning the funding to be provided in 1999 to the International Tribunal for the Former Yugoslavia, said that the level of funding agreed upon in informal consultations was indicated in paragraph 24 of the text.
٨ - السيدة باولز )نيوزيلندا(: قالت، في معرض تقديمها لمشروع القرار A/C.5/53/L.22 المتعلق بالتمويل الذي سيقدم في عام ١٩٩٩ الى المحكمة الدولية ﻹقليم يوغوسلافيا السابقة، أن الفقرة ٢٤ من النص تبين مستوى التمويل المتفق عليه في المشاورات غير الرسمية.

In keeping with its stand on human rights issues, Mauritius would also like to state its support for the responsibilities assigned to the International Tribunal for the prosecution of those responsible for the serious crimes committed against humanity in the territory of the former Yugoslavia since 1 January 1991.
وموريشيوس، اتساقا مع موقفها من مسائل حقوق الانسان، تود أيضا أن تعلن تأييدها للمسؤوليات التي عهد بها الى المحكمة الدولية لمحاكمة المسؤولين عن الجرائم الخطيرة التي ارتكبت في حق الانسانية في إقليم يوغوسلافيا السابقة منذ ١ كانون الثاني/يناير ١٩٩١.

3. Article 8, concerning the " Concurrent jurisdiction " of the International Tribunal for Rwanda and national courts, would be clearer if the Security Council were to establish a simple rule whereby any judicial proceedings which revealed any link whatsoever with crimes committed in Rwanda should be halted by the national court and referred to the International Tribunal for Rwanda.
٣ - سوف تكون المادة ٨ " الاختصاص المشترك " للمحكمة الدولية لرواندا، وللمحاكم الوطنية، أوضح لو وضع مجلس اﻷمن قاعدة بسيطة تقضي بأن تحيل المحاكم الوطنية كل إجراء يكشف عن صلة ما بالجرائم المقترفة في رواندا الى المحكمة الدولية لرواندا.

Thus, the regime established by the statute should be understood as being complementary to the regime based on the option of bringing to trial or granting extradition; the option of referring the case to the International Tribunal would be seen as a third alternative for States, which must be entitled to exercise their jurisdiction with respect to a particular crime under either a multilateral treaty, customary law or their national law.
وينبغي بالتالي اعتبار القواعد المنصوص عليها في هذا النظام اﻷساسي قواعد مكملة للنظم القانونية القائمة على مبدأ الخيار بين المحاكمة والتسليم، واعتبار خيار إحالة القضايا الى المحكمة الدولية بديلا ثالثا قد تلجأ اليه الدول، على أن تحتفظ لنفسها فيما يتعلق بجرائم محددة بحق تطبيق اختصاصها المخول لها بموجب معاهدة متعددة اﻷطراف أو بموجب القانون العرفي أو قانونها الوطني.
